We are actively recruiting for a pool of candidates to fill several variable hour Juvenile Counselor I vacancies within Juvenile Services. The immediate vacancies are within Harkins House Basic Residential Facility and Custody Services with a need for overnight coverage in addition to other shifts.

In this position you will provide supervision and skills-building to juvenile offenders in residential care, home detention, and custody services. In addition, you may conduct needs assessments; interview and make referrals to community resources; monitor client activities, progress, and caseload records; document behaviors and incidents; as well as accompany juveniles to court.
The current vacancies are variable hour positions, however, this recruitment may also be used to fill future full-time, part-time, variable hour and limited-duration vacancies that may become available in the next six (6) months within Juvenile Services. Harkins House
is a basic residential facility that is designed to provide residential care services based on an individual’s needs. Harkins House serves youth 12–17 years of age while providing individual and group skills training, recreational activities, counseling, and the opportunity to participate in a culinary arts program. Youth in the program are pending alleged violations of the law or are on probation.

Custody Services
is a round-the-clock operation (24/7) within the Washington County Juvenile Department. Custody Services staff make critical decisions regarding the custody of youth and refer law enforcement and the public to appropriate resources. They are responsible for transportation to and from the Donald E. Long Detention Facility as well as ensure secure transport of youth throughout the community. They provide security for the Juvenile Courtrooms, work with the Washington County Sheriff’s Office Court unit on high-risk cases, and are responsible for crisis and emergency interventions.

Variable Hour positions are at-will and hours are limited to 20 hours per week. These positions are not eligible for medical, dental, or vision benefits.

Part-time regular positions will be scheduled to work on average 20 hours per week; accrue sick and vacation time; and are eligible for holiday pay. These positions are not eligible for medical, dental, or vision benefits.

Limited duration positions are limited to the duration of the grant or funding source, or the duration required to complete the project assigned to the position. Benefits available to employees appointed to limited duration positions are based on their full-time equivalent and corresponding eligibility.

ESSENTIAL JOB DUTIES

Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which represent the level of work appropriate to this classification:

  • Conducts assessment interviews with juvenile offenders to determine their social, developmental, emotional, economic, or other needs; and risk to re-offend.
  • Refers juveniles to community agencies; counsels juveniles on personal adjustment issues; confers with juveniles' families for the purpose of assessment and case management; and counsels juveniles in establishing personal goals and plans.
  • Assists in providing individual, group and family counseling and skills training; and provides therapeutic interventions to youth to address behavioral and emotional problems as required by the Individual Service Plan (ISP) and the Master Service Plan (MSP).
  • Explains court procedures to juveniles and their families; sets court appointments; and accompanies juveniles to court for the purpose of adjudication and disposition.

MINIMUM QUALIFICATIONS

Education and Experience:
A typical way to obtain the knowledge and abilities would be:


  • Possession of a Bachelor's degree in criminal justice, counseling, psychology, sociology, social work, or field applicable to the practice of juvenile justice; AND completion of a one-year practicum OR one (1) year of supervised work experience in the counseling of juveniles and families; OR
  • An Associate's degree in criminal justice, counseling, psychology, sociology, social work, or field applicable to the practice of juvenile justice; AND three (3) years of supervised work experience in the counseling of juveniles and families; OR
  • Five (5) years of supervised work experience in the counseling of juveniles and families.

Additional Licenses, Certificates, Physical Abilities and Specialty Requirements
  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.
  • Completion of a criminal history check in accordance with Oregon Administrative Rules.
  • Some positions may require oral and written fluency in another language.

1. An evaluation of training and experience of submitted application packets will be performed by Human Resources.
