The Apprenticeship Program’s mission is to protect the health, safety and education of the apprentice while helping employer and employee groups develop and maintain structured Registered Apprenticeship (RA) programs.

As our Management Analyst 5, you’ll use independent judgment to provide senior level, professional analysis to all levels of management. You’ll support ongoing efforts to integrate Registered Apprenticeship programs with the larger workforce education and training system in the state. You’ll also support systems integration efforts, providing analysis and solution based recommendations to highly complex, multidimensional issues impacting apprenticeship.

Duties

Some of what you’ll do:

  • Perform proactive intervention and/or providing solutions having statewide or precedent setting impact.
  • Make recommendations regarding highly complex, unprecedented issues involving organizational change, process improvement and policy development; or issues involving a broad scope and significant impact on outside agencies or institutions, organizations, statewide, and the public.
  • Coordinates efforts of employer and employee groups to foster apprenticeship preparation and registered apprenticeship opportunities. Assists in promoting collaboration within economic or industry sectors.
  • Leads multi-disciplinary work groups, both in person and virtually, of agency, industry and external stakeholders to determine future policies, procedures and staffing requirements to promote registered apprenticeship in assigned industry sectors.
  • Conducts outreach both in person and virtually, within specified economic and industry sectors, makes presentations, attends industry forums, and meets with businesses, labor groups and employer or industry associations within assigned economic or industrial sector.
  • In conjunction with the industry platforms, helps in initial steps of program development as new employers, associations or organizations set out to start new registered apprenticeship programs.
  • Supervises Apprenticeship Section Management Analysts located throughout Washington State.
  • Reviews individual work for consistency with program policies, procedures, and goals.

Qualifications

REQUIRED:

Bachelor’s degree in business administration, public administration, related field, or field/industry that utilizes Apprenticeship

AND

A combined five years of experience in any of the following areas: conducting research, analyzing laws, laws rules or regulations, conducting business analysis and developing requirements, leading business projects, managing business operations, business policy development, interpretation and explanation of rules and regulations, or supervision or management of people.

OR

4-year Registered Apprenticeship completion certificate

AND

A combined five years of experience in any of the following areas: conducting research, analyzing laws, laws rules or regulations, conducting business analysis and developing requirements, leading business projects, managing business operations, business policy development, interpretation and explanation of rules and regulations, or supervision or management of people.

OR

4-year Registered Apprenticeship completion certificate plus a combined five years of experience in any of the following areas: conducting research, analyzing laws, laws rules or regulations, conducting business analysis and developing requirements, leading business projects, managing business operations, business policy development, interpretation and explanation of rules and regulations, or supervision or management of people.

OR

A 2-year Registered Apprenticeship completion certificate

AND

A combined 7 years of experience as referenced above or 3-year Apprenticeship completion certificate plus 6 years of experience as referenced above.

OR

A combination of education and experience as referenced above totaling 9 years.


Please Note:
Experience substitutes for education at the rate of one year of experience for one year of education.


DESIRED:

  • Experience working with or in Industry Sectors.
  • Communicate professionally and effectively with Apprenticeship Program internal and external stakeholders.
  • Excellent organizational and time management skills, as well as the ability to manage projects.
  • Ability to analyze written or verbal information for the purpose of recognizing and correcting deficiencies, policy or math errors, omissions, etc.
  • Experience compiling and analyzing data.
  • Must have excellent and current office workplace computer skills: Intermediate to expert skill with Microsoft Word, Excel and PowerPoint.
