The Role

Under the direction of the Director of Labor Relations, the Labor Relations Administrator (LRA) provides administrative and analytical support. Coordinate unit operational process; records and maintains unit documentation; and assist with assigned projects accurately and efficiently. Interfacing with management, employees and union leadership in moderate scope and complexity by monitoring organizational goals and employee relations issues, contractual obligations, and discipline actions. Plans and executes projects including resolving employee relation issues, managing resources, project coordination and improvements, and general administrative office management including, but not limited to, grievance hearings, training sessions, and document management.

Responsibilities

  • Assists the Director of Labor Relations in meeting Agency negotiation goals as set by the Board of Commissioners while maintaining a positive relationship with employees and their bargaining representatives. Participates in labor contract negotiations.
  • Provide administrative support, including but not limited to, scheduling and coordinating meetings, drafting correspondences, and preparing various reports. Assist with preparation of plans, policies, documents, and reports including labor agreements.
  • Serve as the initial contact and liaison for employees and moderate management concerns. Provide advice in the administration of disciplinary actions. Advise/counsel management on personnel issues.
  • Assist in managing the collective bargaining process and all aspects of employee disputes. Ability to handle routine labor relations inquiries related to policies, procedures, and Collective Bargaining Agreements (CBA’s).
  • Assist with the preparation of documents for contract negotiations, meetings, grievances, and investigations. Gather information and data to assess policy implications of negotiations and employee disputes.
  • Ability to execute tasks and projects independently. Plan, organize and prioritize tasks with little supervision/direction and within the time frame established.
  • Personally manage all documentation and processes in a timely manner without administrative support. Maintain up-to date-records of all labor related matters.
  • Demonstrated ability to build and foster effective, collaborative relationships with all levels of employees and the union leadership.
  • Strong interpersonal skills, oral and written, with a passion for innovative HR solutions and process improvements. Ability to maintain a high degree of integrity with confidential and/or sensitive information.
  • Demonstrated ability to mediate and use conflict resolution techniques.
  • Ability to locate resources related to federal, state, and local employment laws, rules and regulations, including but not limited to EEO, ADA, FMLA.
  • Exceptional organizational skills, meticulous attention to detail and accuracy with enhanced analytical and reasoning abilities.
  • Scan and file electronic and physical files, both personnel and departmental; input data and maintain electronic databases and archiving of physical files.
  • Proficient in Microsoft Office software (Access, Word, PowerPoint, Outlook, Excel, PDF conversion) is required. Kronos experience preferred or related software.
  • Reliable with excellent attendance.
  • Flexibility to adapt to a diverse, fast paced environment with changing priorities.
  • Perform other duties as assigned.

Comprehensive knowledge of legal concepts, writing skills, and practical skills in utilizing such knowledge and skills. Ability to balance multiple, competing priorities, projects and individuals. Experience using complex electronic databases is preferred

Education

Experience

Degree: Bachelor’s degree in Public or Business Administration, Industrial Relations or related field required. Paralegal and/or Project Management Certification preferred.

Years
: 5+ years of law firm or legal experience in a private or government sector. 2+ years w/ labor relations experience including contract administration, negotiations, grievance investigation/resolution in large, complex environments.

Field: Human Resource Management, Public or Business Administration, or related field.

Fi
