The Mechanical Engineering Lead leads the scope definition and Engineering Quality Assurance effort for the Mechanical component of the scope of work and ensures the design meets the Business and Project Objectives. The Mechanical Engineering Lead works with the other discipline engineering leads to define the scope of work for the project and ensures the project design meets industry and Client specifications. The Mechanical Engineering Lead functionally reports to the Engineering Manager. Purpose of Job The Mechanical Engineering Lead supports the development of alternative process designs during the Opportunity Evaluation and Selection Phases and leads the mechanical design definition effort through the Definition, Execution and Start?Up Phases.

RESPONSIBILITIES AND ACCOUNTABILITIES

Opportunity Evaluation (FEL 1)
• Support the development of the engineering section of the Monthly Report • Support the development of the Scope of Facilities Documents and Options Map for the project
• Participate in Risk Assessment meetings and provide perspective as to how the identified risk affects Mechanical design/scope and mitigation strategies to minimize if not eliminate the identified risk.
• Develop the Mechanical Engineering Quality Management plan for FEL 2.
• Develop the Mechanical design philosophies to be included in the RFP/Instructions to bidders for the FEL 2 Engineering effort.
• Work with the Engineering Manager to identify additional required specifications for Mechanical scope and include in the FEL 2 scope of work as required.
• Support the Engineering Manager in defining the FEL 2 engineering deliverables required for Mechanical based on the scope work.
• Support the Engineering Manager in developing the Hold & Review Plan for the FEL 2 stage.
• Work with the Engineering Manager and Document Control Manager to define the type/format of the deliverables (and deliverable native file) turned over at the end of FEL 2. • Support the Document Control Manager in the development of the Engineering Document Mechanical Engineering Lead
• Distribution Matrix as applicable to the Mechanical deliverables for FEL 2
• Ensure IGGN requirements for design and ASSET CARE are incorporated into the scope of work.
• Participate in the technical evaluation of the FEL 2 engineering contractors bidding on the FEL 2 engineering effort.
• Provide conceptual design/input to support development of the Class V estimate and Level 1 schedule applicable.
• Assist in the development and capture of Lessons Learned. Selection (FEL 2)
• Participate in the FEL 2 Kickoff Meeting. • Support the update of the engineering section of the Monthly Report
• Review/Validate any updates made to the Basic Engineering Design Data (BEDD).
• Support the engineering manager in the development of the Project Design Basis.
• Participate in Risk Assessment meetings and provide perspective as to how the identified risk affects Mechanical design/scope and mitigation strategies to minimize if not eliminate the identified risk.
• Participate in FEL 2 Hazzard Reviews as applicable.
• Provide Mechanical Engineering Quality Assurance of the FEL 2 Engineering Contractor’s Mechanical deliverables.
• Work with Site Reliability and maintenance groups to define/identify potential vendors/suppliers who are technically acceptable to the site based on site experience, spare parts optimization, etc.
• Review change notifications submitted to the project and provide guidance to the Engineering Manager and Project Manager as to whether the change is valid and whether the change is a true scope change or design evolution.
• Support and/or lead the investigation of alternative materials of construction for the mechanical scope. Evaluate and incorporate materials made from CLIENT products into the project specific design specifications as applicable.
• Participate in ‘Optioneering’ Workshop with the site and validates scope/estimate assumptions for each of the options.
• Participate in the CLIENT interdisciplinary reviews of all engineering deliverables in accordance with the engineering document distribution matrix.
• Review proposed Mechanical specifications for the project and work with Engineering Manager to recommend updates to the specs as applicable to the Mechanical Engineering Authority.
• Drive the development of the spare parts lists working with maintenance and the FEL 2 engineering firm. • Identify maintenance procedures (i.e. torque procedure, double nutting) that shall be included in design and inspection requirements.
• Participate in Model and constructability reviews for FEL 2. Drive the discussion around maintenance accessibility with plant resources.
• Participate in the Path of Construction Discussion and subsequent Mechanical Work Package sequencing strategy for the project.
• Work with the Site Inspection group, Project QA/QC Manager and the Construction Manager to develop the Inspection Test Plans (ITPs) for mechanical equipment (Rotating & Static), piping, as well as the ITPs for mechanical/piping construction activities in the field.
• Work with Site Inspection and Project QA/QC Manager to develop baseline inspection requirements per IGGN?30.
• If Hot Taps are required for Tie?ins, develop the Hot Tap Package Template to be finalized in FEL 3+. • If Pneumatic testing is required for the project, develop the pneumatic testing package to be finalized in FEL 3+
• Work with the Engineering Manager and Document Control Manager to define the type/format of the deliverables (and deliverable native file) turned over at the end of FEL 3+. Mechanical Engineering Lead
• Support the Document Control Manager in the update of the Engineering Document Distribution Matrix as applicable to Mechanical deliverables for FEL 3+
• Update the Mechanical Engineering Quality Management as applicable to be utilized for FEL 3+
• Support the Engineering Manager in defining the FEL 3+ engineering deliverables required for Mechanical based on the scope work.
• Support the Engineering Manager in developing the Hold & Review Plan for the FEL 3+ stage.
• Support/participate in the applicable Value Improving Practices (VIP) Workshops.
• Work with the Commissioning Manager and the Construction Manager in developing the commissioning plan and requirements for Mechanical Assets (e.g. pumps, HVAC systems, tanks, etc.)
• Participate in the technical evaluation of the FEL 3+ engineering contractors and the construction contractors bidding on the FEL 3+ engineering effort and construction execution planning respectively.
• Participate in the FEL 2 Engineering contractor evaluation facilitated by the Contracts & Procurement Manager. • Review/Validate estimate assumptions for the Class III estimate.
• Assist in the development and capture of Lessons Learned Front?End Engineering Development (FEL 3+)
• Participate in the FEL 3+ Kickoff Meeting.
• Support the update of the engineering section of the Monthly Report
• Participate in Risk Assessment meetings and provide perspective as to how the identified risk affects mechanical design/scope and mitigation strategies to minimize if not eliminate the identified risk.
• Participate in FEL 3+ Hazzard Reviews as applicable.
• Provide Mechanical Engineering Quality Assurance of the FEL 3+ Engineering Contractor’s Mechanical deliverables. Approve drawings as required.
• Review change notifications submitted to the project and provide guidance to the Engineering Manager and Project Manager as to whether the change is valid and whether the change is a true scope change or design evolution.
• Participate in the CLIENT interdisciplinary reviews of all engineering deliverables in accordance with the engineering document distribution matrix.

• Drive review of technical bid tab evaluations and provide technical recommendation for which equipment to select.
• Work with the Site Inspection group, Project QA/QC Manager and the Construction Manager to finalize the Inspection Test Plans (ITPs) for mechanical equipment (Rotating & Static), piping, as well as the ITPs for mechanical/piping construction activities in the field.
• Attend FATs in the shop for Mechanical scope (e.g. pre?fabricated buildings) and participate in inspection hold points a required.
• Work with the Engineering Manager and Document Control Manager to define the type/format of the deliverables (and deliverable native file) turned over at the end of the project.
• Support the Document Control Manager in the update of the Engineering Document Distribution Matrix as applicable to Mechanical deliverables for execute.
• Update the Mechanical Engineering Quality Management plans as applicable for utilization in execute if applicable.
• If Hot Taps are required for Tie ins, finalize the Hot Tap Package
• If Pneumatic testing is required for the project, finalize the pneumatic testing package. Mechanical Engineering Lead

• Work with the Commissioning Manager and the Construction Manager in finalizing the commissioning plan and requirements for Mechanical Assets (e.g. pumps, HVAC systems, tanks, etc.)
• Support/participate in the applicable Value Improving Practices (VIP) Workshops.
• Participate in the technical evaluation of the execute engineering and the construction contractors bidding on the execute engineering effort and construction execution planning respectively. This is only applicable if CLIENT decides to change contractors in execute.
• Participate in the FEL 3+ Engineering contractor evaluation facilitated by the Contracts & Procurement Manager.
• Review/Validate estimate assumptions for the Class II estimate.
• Assist in the development and capture of Lessons Learned Detailed Engineering and Construction (EPC)
• Participate in the Execute Kickoff Meeting.
• Support the update of the engineering section of the Monthly Report
• Participate in Risk Assessment meetings and provide perspective as to how the identified risk affects Mechanical design/scope and mitigation strategies to minimize if not eliminate the identified risk.
• Participate in the CLIENT interdisciplinary reviews of all engineering deliverables in accordance with the engineering document distribution matrix as required.
• Provide Mechanical Engineering Quality Assurance of the Execute Engineering Contractor’s Mechanical deliverables and approve drawings as required.
• Review change notifications submitted to the project and provide guidance to the Engineering Manager and Project Manager as to whether the change is valid and whether the change is a true scope change or design evolution.
• Support the engineering firm in responding to RFIs from the field. Provide guidance in the event the engineering contractor is not able to provide guidance.
• Drive the Hot Tap Process and serve as the Owner’s mechanical engineering witnessing the hot tap. • Support shop and Field QAQC effort as needed.
• Participate in the Preliminary Pre?Start?Up Safety Review (PSSR) as required.
• Support the Commissioning effort for Mechanical assets as required.
• Assist in the development and capture of Lessons Learned Mechanical Engineering Lead Start?Up and Evaluate
• Supports Start?Up activities as per the Start?Up Plan
• Supports Performance Testing
• Contributes to the Close Out Report
• Contributes to Lessons Learned

SKILLS & KNOWLEDGE REQUIRED

Education/Experience
• Bachelor’s Degree in Mechanical Engineering required
• Min. 10 years of experience working in a petrochemical or refining facility
• P.E. license preferred Skills/Competencies
• Candidate will be well versed in industry codes, standards, and requirements (ASME, API, ANSI, NFPA).
• Strong working knowledge of mechanical engineering fundamentals including design and operation of rotating and fixed equipment. • Proficient in reading and understanding engineering drawings such as P&IDs, piping ISO’s, equipment data sheets and cut sheets. • Experience working stage gate capital project process on owner side reviewing engineering deliverables for quality assurance.
• Specific experience with gas compressors, vertical turbine pumps, centrifugal pumps, heat exchangers, and piping systems preferred.
• Experience applying engineering standards and specifications on capital projects.
• Experience with Ceasar II/Microstation Stress Analysis, AFT Arrow/Fathom, Codeware Compress, and HTRI.
• Experience with relief valve designs and requirements. Specific knowledge of Salus a plus. Safety Requirements: TWIC Card will be required
