Purpose

The HSEQ Compliance Manager will be responsible for managing the Health and Safety of all personnel working across the site (onshore and offshore), along with safeguarding the environment and ensuring compliance with consent requirements. The individual will also define and ensure compliance with the site HSE requirements and advise the Site Manager and other members of the site management team on statutory legislation, company policy and industry best practice. They will ensure that USCG consent and licence obligations are monitored and carried out throughout the O&M phase of the windfarm. The compliance manager will also be the key interface with corporate Security on the security aspects of the site and the fire risk mitigation arrangements for the site facilities.


The HSEQ Compliance Manager will also have a crucial role in the monitoring of contractor HSE performance.


This position is hybrid and based in Martha's Vineyard, MA.

Responsibilities

  • Establish and maintain HSEQ standards and procedures during the O&M readiness and operational phases, ensuring an in-depth understanding of associated regulations and legal requirements.
  • Report on HSEQ performance, including key HSEQ KPI’s, identification of hazards to health or the environment, analysis of near misses and incidents, to inform O&M management and Corporate functions.
  • Monitor HSEQ performance of Main Contractors and other contractors to ensure best practise performance.

Health and Safety and Environment


  • Provide strong and consistent safety leadership and direction to the site O&M team, onshore and offshore, enhancing safety culture through compliance of procedures.
  • Be the site HSE representative and lead, manage, and continuously advance the O&M HSE culture to be industry leading
  • Establish, implement and maintain the site HSE management system, including supporting manuals, plans, procedures, documentation, training programs, inductions, entry requirements for new staff, hazards identification processes, risk assessments, emergency response plans and reporting systems.
  • Ensure all applicable site safety requirements are compliant with US regulation and company policies. Ensure these requirements are adhered to both offshore and onshore.
  • Lead hazard identification workshops, risk assessment workshops, emergency response plan drills, toolbox talks, site inductions and training exercise requirements where required
  • Lead and participate in HSE audits and perform general HSE supervision, both onshore and offshore. Duties will cover both Avangrid’s staff and staff of contractors and subcontractors and will include organisation of audits by Avangrid’s central HSE function
  • Provide analysis and monitoring of HSE programs, incident management, behavioural –based safety and key performance indicators
  • Maintain site HSE files and records
  • Participate in the investigation of accidents and injuries and compile and submit accident reports and statistics required by the organisation
  • Monitor and support implementation of Wind Turbine Safety Rules (WTSRs) and High Voltage Safety Rules (HVSRs) compliance.

Quality


  • Implement a Project Quality Plan for VW1 that meets the requirements of the Offshore QMS.
  • Lead and participate in quality audits and perform general quality supervision, both onshore and offshore.
  • Act on the findings of quality audits at site to ensure improvements are achieved and non-conformances are rectified.
  • Participate in audits in manufacturing facilities for failed components.

Compliance with consents and security standards


  • Ensure permitting and planning requirements are fully understood and carefully followed by Avangrid staff and contractors, including reporting transparently to authorities on any non-compliances
  • Ensure monitoring and compliance with USCG Licence and consent obligations.
  • Engage with consenting bodies and external stakeholders on a regular basis to ensure compliance with consenting obligations.
  • Establish and manage site security requirements and engage with Corporate functions to ensure compliance with the group standards.
  • Establish and manage site fire risk assessment and mitigation requirements and engage with Corporate functions to ensure compliance with the group standards.

Skills and Requirements

  • A high degree of awareness of H&S management standards & practices, applicable legislation and best practice in H&S management, gained in a renewables or offshore setting
  • Expert knowledge of Quality Management Systems, quality standards and other management systems (Environmental)
  • A demonstrable track record of success in managing HSQE in the offshore wind industry or industry with similar operational and safety risks.
  • Effectively manage relationships with enforcement authorities and maintain Avangrid’s exemplary record in this field
  • Experience of root-cause analysis techniques, incident investigations and a track record in tracking corrective actions to effective completion
  • Ability to operate and positively influence at all levels in the organisation including external stakeholders
  • Able to summarise HSQE risks, with commercial context, to support decisions required by business units
  • Able to lead audit programs, HAZOPS, HAZIDS, Risk Assessments and accident / incident investigations
  • Well-developed process mapping skills
  • The ability to train, support and mentor colleagues, both within your own team and across the business
  • Highly developed communication and interpersonal skills Self-motivated, with the ability to work effectively in a multi-disciplinary team
  • Knowledge of USCG Licence and consent obligations
