Job Summary:
The Park Maintenance Worker is responsible for general all-season maintenance of park grounds, recreation facilities, and park buildings and additionally is responsible for in-house construction and remodeling project work involving carpentry and plumbing. This position is also responsible for snow removal duties.
Scope of Impact:
The duties and responsibilities of this job are performed with latitude for independent judgment in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of Department operations. Work is subject to periodic review by the supervisor, who provides input on and approval of recommendations, and discusses assignments, priorities, and work.
Essential Duties and Responsibilities:
Performs repair and maintenance of City park grounds, recreation facilities, and park buildings.- Operates equipment for maintenance of grounds and facilities:
- Mowers and other maintenance equipment;
- Snow removal equipment;
- Heavy equipment vehicles and loaders, that may include tractors, and towing equipment, log loaders, bucket trucks, cranes, skid loaders, front end loaders, chippers, brush hogs, and augers;
- Builds and maintains outdoor ice skating rinks;
- Assists with Aquatic Center maintenance as needed;
- Maintain and repair playgrounds
- Repairs or installs grounds sprinkler and drain tile systems;
- Performs maintenance and repairs of buildings, and facilities;
- Installs and removes seasonal equipment;
- May maintain trees and shrubs, including trimming, pruning and removal, applying pesticides and herbicides, and diagnosing plant and turf pests and diseases;
- Provides information to and answers questions from residents, park guests and the general public;
- Makes or recommends purchase of equipment, materials and supplies;
- Maintains inventory of equipment, supplies and materials;
- Basic plumbing and knowledge of low voltage systems
- Performs general carpentry and construction labor.
- Hangs and repairs doors and cabinets;
- Applies paint and stain;
- Installs sheetrock and wall and ceiling tile;
- Replaces/repairs roofs as needed
- Performs all aspects of new and remodeling construction.
- Assists with frames, forms and finishes concrete placement for sidewalks, walls, and buildings;
- Diagnoses , evaluates and estimates construction and repair needs;
- Assists with masonry work, including brick and block laying;
- Constructs retaining walls;
- Welds and fabricates frames and forms;
- Researches, evaluates and recommends and/or makes purchases of supplies and materials.
- Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
- Represents the City to the community, park guests, and the general public;
- Communicates with others relating to work assignments and progress of work or to convey information about conditions or work related needs.
- Performs other duties and activities as assigned.
Minimum Qualifications:
The job requires a high school diploma, and two years of experience working in park maintenance or equivalent experience, and training, experience and continuing education sufficient to progress as required under the Career Development Program (CDP). The employee must also possess or obtain a valid Class B Commercial Driver’s License, with endorsements, or evidence of equivalent mobility.
Desired Qualifications:
A two-year degree in building trades, or related field, and municipal experience are desirable. Prior building trades training or experience in carpentry, plumbing or masonry experience is preferred. Have or obtain a Certified Pool Operator (CPO) license and Playground Safety Inspector Certificate.
Knowledge, Skills and Abilities Required for Successful Job Performance:
Knowledge of multiple trades, including concrete, carpentry, masonry, landscaping, and welding and fabrication, depending on assignment;- Knowledge of methods of reinforcing concrete and matching to existing concrete construction;
- Knowledge of safety practices when working with concrete and chemicals;
- Knowledge of concrete placement, finishing techniques and preservation/restoration techniques for buildings;
- Knowledge of mathematics sufficient to perform job duties, such as calculating dimensions and cubic volume, mix ratios, etc.;
- Knowledge of and ability to operate work-related vehicles and equipment, in accordance with the CDP;
- Demonstrates the desired standard of conduct and work performance including confidentiality and privacy requirements of the department;
- Verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences, and reading comprehension skills sufficient to read, understand and interpret varied work-related materials;
- Interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships.
- Knowledge of park maintenance techniques and practices, in accordance with CDP;
- Knowledge of governmental policies and procedures;
- Knowledge of and ability to perform CPR and first aid;
- The ability to work independently and to prioritize work requests;
- Interpersonal skills sufficient to exchange and/or convey information, receive work direction and maintain effective working relationships.
Physical and Mental Requirements:
The employee is required to lift or push up to 75 pounds on a regular basis, climb ladders, crawl, work while on knees, and must wear personal protective clothing and equipment. Heavy lifting is to be mitigated as much as possible by properly using tools and assistance. Work requires time planning and attention to detail when working with wet concrete.
Working Conditions:
This job is performed primarily in the field, in normal or inclement weather, with occasional exposure to traffic. Work may be dirty, dusty, and may at times require use of eye protection and a respirator or dust mask. Severe burns can result with on-going contact between fresh concrete and skin surfaces, eyes, and clothing, thus requiring the use of protective gear, rubber boots, etc., which can be hot and uncomfortable. There is occasional exposure to hazardous chemicals, sharp tools, and high decibel levels of noise, such as that caused by concrete saws or air hammers. During snow season or for emergency repairs the Operator is subject to call-back. Work may at times be on slippery surfaces.

Following is general information on benefits offered with the City of Edina. Individual benefits may vary slightly depending on the specific position, full or part-time status or union contract.
Payroll:
Wage or salary is paid bi-weekly. Pay periods end on Friday with checks for that pay period being issued on the following Friday.
Retirement:
All public employees are currently mandated by the State to participate in the Public Employees Retirement Association (PERA). 6.5% of the employee's gross wage or salary is matched with a 7.5% contribution from the City. PERA plus Social Security benefits make up the coordinated retirement program.
Some Police and Fire employees are mandated to participate in PERA at a rate of 11.8% of their gross wage or salary, matched by 17.70% contribution by the City.
Benefits:
All full-time employees are given a set benefit dollar amount each year that is used for benefits. For the year of 2023, the City will make a monthly contribution of $1,060 - $2,130/month, depending on the chosen medical plan. In addition, dependent health coverage, supplemental life insurance coverage, short-term disability coverage, dental coverage, and vision coverage are available. You can also elect to contribute to the health care flexible spending account and/or the dependent care flexible spending account. All coverage with the exception of the life insurance and long-term disability insurance are paid pre-tax, saving you federal and state tax dollars.
Health Partners health insurance plans are offered for single or family coverage.
All insurance coverage takes effect the 1st of the month following date of employment.

Paid vacation is available to all regular full time employees and is accrued at the following rates.
