JOB SUMMARY
Oversees the daily operations of the Classification office. Serves as subject matter expert in Classification and Compensation advising management in the development of effective strategies. Performs advanced professional level work primarily related to managing and administering classification activities related to school system positions. Responsible for ensuring the maintenance of AACPS job descriptions and related systems. Conducts research to support decision making. Supports the work of developing and implementing programs, initiatives, events, and training in support of AACPS's goals and strategic plan. Maintains contact with classification and pay administration staff at other school systems.

ESSENTIAL DUTIES/RESPONSIBILITIES
  • Reviews, revises, recommends and implements policies and procedures governing school system classification activities, monitoring and ensuring compliance with legal requirements in accordance with professionally accepted classification and compensation practices, and applicable state and federal laws and regulations.
  • Develops and maintains classification standards, standard operating procedures, and forms.
  • Conducts position, group and organization studies and desk/salary audits, and participates in salary surveys and comparable studies, analyzes results, and conducts ad-hoc surveys.
  • Conducts classification investigations, research, data analysis and interpretation, and prepares and completes reports, forms, other documents and makes recommendations, including job analysis, job description review, and pay grade classification. Applies appropriate job evaluation methods to determine classification and reclassification of grade and FLSA.
  • Implements and maintains job description management software.
  • Manages the organization-wide plan to evaluate all positions according to planned schedules.
  • Trains, distributes and supervises work of assigned staff.
  • Serves on union sub-committees related to Classification/Compensation issues.
  • Develops and implements management training plans related to Classification/Compensation issues, processes and software, and conducts initial and periodic trainings.
  • Acts as project lead on various Classification related projects.
  • Performs other related duties as assigned within the same classification or lower.

Education
  • Bachelor's Degree in Human Resources Management, Business Administration, or related field of education from a regionally accredited college or university required.
  • Master's Degree in applicable field of education from a regionally accredited college or university preferred.
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the applicant to successfully perform the duties of the position.
Experience
  • Five (5) years experience in Human Resources required.
  • Three (3) years experience in classification performing job analysis, job description review, review of FLSA status, etc. required.
  • One (1) year previous leadership or supervisory experience required.
  • Less than one (1) year experience in government or k-12 education preferred.
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the applicant to successfully perform the duties of the position.

  • Demonstrated knowledge of government regulations as they apply to compensation programs.
  • Demonstrated knowledge of the principals and practices of position classification and compensation programs, including survey data analysis, and internal salary alignment.
  • Demonstrated ability to administer the classification function in an organization.
  • Advanced analytical skills to analyze and report data in a precise way.
  • Knowledge of and ability to create procedures and processes related to classification in a large school system.
  • Demonstrated ability to communicate study conclusions concisely both orally and in writing.
  • Ability to manage confidential information.
  • Ability to work collaboratively with administrative and support staff at all levels of the organization.
  • Excellent organizational skills and attention to detail.
  • Excellent interpersonal communication skills.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).
Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.
  • Hold or be eligible for SHRM Certified Professional (SHRM-CP) issued by Society for Human Resource Management (SHRM) preferred.
  • Hold or be eligible for Professional in Human Resources (PHR) issued by HR Certification Institute (HRCI) preferred.
  • Hold or be eligible for Certified Compensation Professional (CCP) issued by WorldatWork Total Rewards Association preferred.
  • Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
  • Daily access to reliable transportation.
