Role Description


Responsible for coordinating and implementing the daily operational aspects of the IPA network including the review and revision of standard operating procedures and planning, managing, coordinating and supervising the functions and activities of the IPA primary care networks and specialty delivery networks.


Primary Responsibilities:

  • Manages start-up of new networks, clinician contracts, credentialing and implementation
  • Assists the management team in the development, coordination and implementation of regional business plans and operational activities
  • Develops and implements plans to enhance regional clinician satisfaction and performance
  • Monitors patient satisfaction in the region and implements plans to continually enhance services provided to patients
  • Ensures that IPA’s achieve performance measures including, but not limited to, HCC, P4P, growth and documentation
  • Implements corporate initiatives (e.g. ACO) within the IPA
  • Ensures P4P outreaches are deployed timely and appropriately consistent with HIPAA guidelines
  • Identifies opportunities for improvement within the IPA and brings forward proposals to the IPA management team for incorporating and implementing solutions
  • Recommends growth projects within the region and works collaboratively with other departments to execute those plans
  • Provides input and feedback to the IPA management team as it relates to initiatives and programs that promote excellence in the IPA operational services and implements those that are approved
  • Administers all IPA incentive plans including input on plan design, producing plan documents, clinician education and payouts
  • Work with the IPA physician leadership to garner support for initiatives and obtain feedback as to what initiatives will be most successful
  • Schedules operating meetings with selected physicians and ensures agendas are developed in advance, issuing minutes and tracking follow-up items to ensure completion
  • Facilitates clinician and staff education including community meetings, lunch and learns, clinician office in-services and other targeted in-services
  • Drafts communications to IPA physicians and office staff related to operational issues and incentive programs
  • Develops, implements, monitors and ensures adherence to policies and procedures for Optum and its IPA networks
  • Works with central departments to ensure that issues impacting that region involving central departments are resolved effectively and timely
  • Manages direct reports to ensure that they are meeting performance expectations and provides leadership and direction to them
  • Works with the IPA management team to assist in the monitoring of resource utilization in the region
  • Implements and manages budgets for accountable departments and functions
  • Uses, protects, and discloses HCP patients’ protected health information (PHI) only in accordance with Health Insurance Portability and Accountability Act (HIPAA) standards
  • Performs additional duties as assigned

Required Qualifications:

  • Bachelor’s degree from a 4-year college and/or a professional certification requiring formal education beyond a 2-year college or 5+ years of equivalent work experience
  • 5+ years of experience in managed care / IPA management


Preferred Qualifications:

  • Master’s degree in Health Care Administration, Business Administration or Nursing
  • 4 + years in a management experience in health care (preferably in a medical group or IPA setting)
  • IPA network development experience

California Residents Only : The salary range for California residents is $67,800 to $133,100. Pay is based on several factors including but not limited to education, work experience, certifications, etc. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
