Job Summary
This position will have a hybrid remote work and in-person arrangement with a preference for the candidate being local to the Oakton, VA headquarters, and we are also considering candidates located in the other regions where we have offices: Wilmington, DE; Fayetteville, NC; Clearfield, UT; and Clearwater, FL.
Responsible for evaluation organizationally of all rehabilitation services and validation of programmatic outcomes. Establishes systems level research data collection methods, program evaluation, and aggregate organizational level outcome reporting. Coordinates, plans, develops, conducts, monitors, and analyzes programs and research projects to include interpreting results, developing key evaluation metrics, data collection plans, recommending technology-based solutions, formulates and monitors long-range research objectives and priorities; reviews, analyzes, and evaluates the impact of legislation, regulations, and policies affecting current programs. Participates in proposal writing, outcome development and coordination of external funding applications for program development.
Primary Duties

- Provide lead writing, technical research and outcome data/narratives for program development, accreditation, and program impact communication.
- Create monthly, quarterly, and annual reports as necessary, summarizing the totality of the organization's outcome data across all existing metrics; work with the development team to produce high quality impact reports for internal and external stakeholders.
- Coordinate each region’s outcome and evaluation activities across multiple platforms and settings, while simultaneously promoting conformity and consistency among all collected data and existing survey instruments.
- Design, modify, and oversee the administration of data collection instruments, such as surveys and questionnaires, as well as focus groups and interviews; create or amend existing tools to better align with desired program outcomes in collaboration with the regions.
- Measure and report data to support programs maintaining the highest level of accreditation possible. Ensure that quality systems and outcome reporting are maintained and actively managed.
Additional Responsibilities
- Technical Advising: Provide technical support and coaching on monitoring and evaluation principles and methods, including tool creation, data collection, data entry, data analysis and interpretation
- Maintain familiarity with continuum of rehabilitation services for individuals with disabilities (Medicaid Waiver, AbilityOne Program, vocational rehabilitation, habilitation, counseling)
- Support corporate objectives as outlined in the strategic plan.
- Complete and/or ensure staff complete in an accurate and timely manner all required evaluation/assessment/survey and outcome reports.
- Performs other duties as requested by supervisor.
- Participates in other training required by funding source(s) and/or ServiceSource. Intermittent travel in all operational regional offices.
- Perform other responsibilities as assigned.
Qualifications: Education, Experience, and Certification(s)
- Bachelor’s degree in human services, government, or education related field required. Master’s degree preferred.
- Minimal five (5) years’ experience with demonstrated increased management experiences required in human service program design, research, evaluation, data collection/analysis, and/or outcome reporting required.
- Strong interpersonal, communication, technical writing is required.
- Ability to synthesize complex concepts, outcome data and translate their meaning into marketing and communications content required.
- Coursework or relevant field experience in statistics (prior use of Excel statistics add on package or SPSS and SAS) required.
- Intermediate to advanced technical skills in Microsoft products – Excel, Word, Outlook, PowerPoint required.
- Excellent organizational and writing skills, solid verbal communications required.
- Familiarity with human services, programs, and services to individuals with disabilities, low income, youth, veterans and/or seniors preferred.
