1) Position: Medical Product Acquisition Analyst supporting the Research Development

Acquisition Support Office (RDASO)

2) Location: Fort Detrick, MD 21702

3) Duties/Responsibilities

The U.S. Army Medical Research and Development Command (USAMRDC) and Defense

Health Agency (DHA) employ Integrated Product Teams (IPTs) and Working Groups (WGs) to develop and deliver capabilities quickly and efficiently. The IPTs and WGs consist of a mix of

Military personnel (all Services), Government Civilians from various agencies, and various support contractors. These teams have the expertise needed to develop and deliver medical and medical-related products that require FDA or EPA approval or review. Products in development include drugs, vaccines, biologics, medical devices, medical- and medical-related software and applications, and other non-medical products such as water testing devices and insect repellents.

The Military Medical Product Acquisition Analyst works closely with IPTs and WGs developing various capabilities and products to provide hands-on assistance in the areas of research, development, acquisition (RDA) and program management advice, consultation, and instruction; acquisition-related documentation development and refinement; and other related support to the

IPTs/WGs as needed.

a) Specific Tasks:

  • Assist IPT and WG teams entering, navigating, and understanding the unique requirements of both USAMRDC and DHA acquisition processes
  • Assist teams in developing program strategies (e.g., Technology Development,

Acquisition, Test and Evaluation, Regulatory, Program Objective Memorandum (POM)

Funding, etc.)

  • Assist in developing alternative solutions to complex programmatic issues
  • Provide issue resolution and meeting facilitation services.
  • Develop and author program documentation, in coordination with the IPTs, such as:
  • Acquisition Strategies
  • Acquisition Decision Memorandum (ADM)
  • Acquisition Program Baselines (APB)
  • Analysis of Alternatives (AoA)
  • Business Case Analyses (BCA)
  • Capability Based Assessment (CBA)
  • Cost-Benefit Analyses (C-BA)
  • Integrated Program Summaries (IPS)
  • In-Progress, Materiel Development Decision, and Milestone briefings
  • Market Research Reports (MRR)
  • Program, Planning, Budget, and Execution (PPBE) process

  • Transition Agreements (TA)

  • Other documentation required by the Decision Gate (DG), DHA, and DoD

Acquisition processes.

  • Assist in developing program Lifecycle Cost Estimates
  • Perform other related services as needed to support the IPTs.

4) Additional Requirements

1. Bachelor’s Degree in Business Administration or a related discipline, or the equivalent combination of education, professional training, or work experience

2. 5 + years of related experience

3. Familiarity with the of the DoD Acquisition Process, the DoD 5000.01-02.

4. DAU Level II or higher is preferred

5. Intermediate Medical Acquisition Course (IMAC)

6. Must be an outgoing, self-driven and highly professional individual with experience working with contractor, military and civilian staff

7. Must possess effective communication skills, to include verbal, written and email correspondence, and the ability to work with senior leadership and personnel of higher echelons

8. Proficient with MS Office Suite

9. U.S. Citizen

10. Ability to obtain T1 (Public Trust)

Job Type: Full-time

Pay: $95,000.00 - $120,254.84 per year
