Position Purpose and Objectives:

Works under the general supervision of the Superintendent and the Special Equipment Repairer Foreman. This position is responsible for the timely and accurate preparation of meter testing, repairing and programming of meters, installation and disconnect of single-phase meters, reading meters and helping in the Special Equipment Repair shop as needed.

Essential Job Functions:

  • Prepares and inspects meter tests on all meters that come in daily by sight, using various tools, and working with the computer system.
  • Installs/Disconnects single phase meters with new connects
  • Reads meters when needed.
  • Tests and programs AMR meters daily by using computer systems. Must maintain complete accuracy on AMR meters daily using a computer.
  • Frequently communicates by phone or two-way radio with Troubleshooters when evaluating a situation with a meter.
  • Works with Billing employees daily to resolve issues with the automated meter reading devices.
  • Knows, understand and applies all OSHA regulations and safety rules necessary to perform the job. Also knows and is able to apply first aid and CPR techniques. Frequently, operates a two-way radio under established procedure and FCC rules.

Secondary Job Functions:

Performs other duties within the employee’s capabilities as directed by the Superintendent and Special Equipment Repairer Foreman.

Minimum Qualifications:

Step 1 Meter Technician:

· High school diploma or equivalent is required.

· A basic knowledge of meters is necessary to perform this job.

Step 2 Meter Technician:

· High school diploma or equivalent is required.

· One year of experience in meter applications preferred.

· A basic knowledge of meter reading is necessary to perform this job.

Step 3 Meter Technician:

· High school diploma or equivalent is required.

· Must be currently enrolled and completed 1 year of an accredited metering program or have a minimum of 3 years’ experience in metering and meter safety.

Meter Technician:

· High school diploma or equivalent is required.

· Must be currently enrolled and/or completed 2 years of an accredited metering program or have a minimum of 3 years’ experience in metering and meter safety.

Supervisory Duties:

No supervisory duties. May have occasion to monitor the work of a low-step Meter Technician.

Knowledge, Skills, and Abilities Required

Must hold a valid Colorado driver’s license as specified by State statute with a good driving record.

Basic knowledge and understanding of United Power’s service territory and mapping system is helpful to this position.

Excellent customer service skills are necessary while communicating with coworkers and contractors regarding meter device situations.

Essential Physical and Mental Demands:

Forty-five percent (45%) of the time is spent sitting, forty-five percent (45%) walking, and another ten percent (10%) standing.

The Meter Technician will frequently need to lift and carry 25 lbs. while handling meters, and occasionally up to 25lbs. Frequently will need to push/pull up to 25lbs and occasionally up to 75 lbs.

Constant, grasping and fine dexterity and handling of controls when driving a vehicle and using tools for repairing of meter devices.

Frequently will need to be able to bend, stoop, crouch, kneel, squat, twist, and reach above shoulder, while doing repair work.

Balance is consistently necessary when walking or sitting.

Occasional climbing is necessary for stairs, ladders, or step stools.

Talking over a two-way radio and communicating with others regarding problems or re-reads with meter devices is done constantly. The Meter Technician must also be able to hear over the radio and while talking with coworkers and contractors.

Seeing “near” is necessary when using the computer systems. Seeing “far” is necessary also for driving a vehicle and troubleshooting meter devices. Color vision, depth perception, accommodation and field of vision is needed frequently while driving a vehicle and identifying potential problems.

A Meter Technician will occasionally work under conditions such as dust in the air, fumes, paint odors, mists and gases.

Working Conditions:

Twenty-five (25%) of the Meter Technician’s work is done outdoors while exposed to extreme cold, extreme heat, and wet/humid conditions. The noise level is estimated to be 70-90 decibels.
