JOB SUMMARY

The Recruiter will report to the Senior Recruiter and be responsible for full-cycle recruiting for a designated area/region. The ideal candidate will have experience working with active and passive candidates. They will act as sourcing subject matter expert and deliver talent market insights back to businesses to drive educated sourcing strategy decisions. They will also work closely with business teams to ensure recruiting processes are effective and efficient and provide a positive candidate and leader experience.

ESSENTIAL FUNCTIONS

  • Actively source candidates from various channels utilizing innovative candidate search skills. Researches, analyzes and selects recruitment media to best meet hiring needs for each location.
  • Serves as a liaison with area employment agencies, colleges, and industry associations.
  • Coaches, provides advice, and trains on applicable policies, laws, best practices, guidelines and recruiting tools and resources, as assigned.
  • Provides excellent customer service to internal and external customers and establishes regular touch points and provides diligent follow through.
  • Continually optimizes and improves recruitment related processes and activities.
  • Successfully recruits, builds and maintains a pipeline of qualified active and passive candidates, and possesses the ability to assess candidates against job profiles and the culture, rather than merely sell a role.
  • Screens and conducts in-depth interviews of potential candidates, demonstrating ability to anticipate hiring manager preferences.
  • Articulates in writing recruiting plans with deliverables, timelines and a formal tracking process.
  • Completes all required Pre-Employment processes and documents.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Must have a Bachelor’s degree in Human Resources, Business Management, or related field and two years of experience in full-cycle recruiting.
  • Must have successful track record hiring for entry level positions as well as professional positions in a high volume environment.
  • Strong experience implementing creative sourcing strategies and engaging/managing passive candidates, resulting in hiring top talent.
  • A sense of urgency paired with an incredible skill for prioritizing multiple timelines and demands.
  • Strong client focus and commitment to continuous improvement; ability to proactively network and establish effective working relationships, continually seek new sourcing options, and develop creative approaches to delivering candidates to the customer.
  • Must be extremely organized, self-sufficient and able to work with little direct supervision.
  • Excellent verbal and written communication skills, interpersonal skills and the ability to represent the company externally.

POSITION/PROGRAM REQUIREMENTS

  • Must possess a valid California driver's license, personal automobile insurance and driving record that meets the standards outlined in the Agency’s Personnel Policy: Motor Vehicle Operating Standards.
  • Must be physically and mentally fit in accordance with the Agency’s Personnel Policy: Physical Fitness Standards and Examinations. Must be willing to complete a Tuberculosis (TB) test and drug screening test.
  • Must provide proof of COVID-19 vaccination(s) and booster if eligible OR an exemption due to religious or medical conditions.
  • Must be willing to complete a personal background investigation conducted by the State of California.
