Hitachi Rail is looking for an enthusiastic self-motivated Operation & Maintenance Director who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range test and commissioning related tasks. The position is based in Honolulu, HI.

Duties and Responsibilities
  • To lead the mobilization, technical training and deployment of the O&M team prior to the launch of revenue services;
  • Lead and develop a safety culture within the O&M organization
  • Responsible and accountable for delivering the service to the customers and achieving business objectives and performance targets;
  • Maintain and develops strong relationships with the Client to report progress, resolve delays and issues;
  • Manage the O&M departments to ensure that all deliverables are on time and within budget;
  • Managing safety, regulatory, reputation and security risks associated with incidents and/or failures of service delivery;
  • Assesses preparedness of the organization to handle major incidents and emergencies and acting as principal focal point during a crisis or emergency;
  • Continuously develop and direct the O&M team in failure management and response;
  • To ensure that the operations & maintenance team are focused on continuous improvement and that feedback from passenger surveys are implemented to meet or exceed Customer Service standards;
  • To manage stakeholder relationships with the labor organizations and emergency services departments (Unions//Police/Fire /FTA etc.) to secure the necessary support for efficient operation of the metro;
  • Ensure the continuous development of O&M teams competence, skills and training;
  • To develop, agree and manage a robust strategy and annual plans for the contract/s to meet the contractual requirements and business targets.
  • To conduct regular reviews of plans, monitoring and taking action to ensure business targets are met, including submitting accurate and timely reports.
  • To ensure effective financial management is in place to achieve turnover, profit and cash targets, and to meet corporate and legal requirements;
  • To lead customer service excellence and a continuous improvement culture;
  • To develop an excellent relationship with the contract/s customer/s, to anticipate future needs and continue to deliver growth and margin for O&M Honolulu project; and value for money for the customer.
  • To provide leadership to the business such that employees understand their role and are motivated to achieve their objectives;
  • To ensure that a best practice framework is in place for the delivery of the contract(s) using processes, procedures and systems which are aligned with those of the company.
  • To reward the team, aligned to market rates, and recognize people for delivering great service, including nominating worthy candidates for appropriate recognition of commendations/awards.

Teamwork
  • Promote and deliver effective teamwork within O&M organization and other Hitachi Rail BU’s
  • Ensure effective communication by email, telephone or in person
  • Share thoughts and ideas openly and take into account what others have to say.
  • Ensure appropriate handovers are in place between team members at end of shift to ensure continuity of service and delivery.
  • Ensure appropriate communication and required actions take place between O&M and D&B and Corporate Services and other Business Units
Operational Delivery and Customer Service
  • Ensure a culture of customer service excellence and continuous improvement is delivered across the O&M organization;
  • Submit any scheduled reports or documentation required to supervisors and the HNL Contract Board
  • Ensure that contractual and internal Key Performance Indicators and targets are met or exceed;
  • Be aware and adhere to all Hitachi Rail O&M BU and Corporate policy and procedures; and
Quality and Performance
  • Be aware and adhere to requirements affecting your role in relation to customer satisfaction and service delivery
  • Ensure that quality is embedded into the delivery of all work in line with established policies, systems, plans, procedures and work instructions by following the training you have been provided with
  • Be aware and adhere to the Quality Policy and all related procedures and instructions relating to your department.
Financial and Commercial
  • Manage budgeting process and financial reporting;
  • Ensure accurate accounts of all working hours are recorded and verified;
  • Manage payments, variations and other commercial items.
Knowledge, Skills and Experience
Knowledge:
  • Thorough understanding of all aspects of operations, maintenance, safety and environmental related to driverless metro operations;
  • Deep understanding of the metro business environment;
Skills:
  • Successful completion of relevant safety courses such as IOSH ‘Safety for Senior Executives’ or ‘Strategic Safety Management’ (or equivalent);
  • A respected leader and creative thinker, able to work closely and in partnership with both O&M BU and customer senior management to help ensure the future development and mutual success of both organizations;
  • Excellent people leadership skills. Must be skilled in communicating, cross cultural management, organizational culture development and motivating staff;
  • Politically incisive in communicating effectively with government agencies, board members, media/press, contractors and staff;
  • Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
  • Excellent analytical reasoning ability and capable of making decisions on complex matters;
  • Ability to see problems as opportunities and to manage well under pressure;
  • Capacity to contribute to strategic business management issues;
  • Ability to influence senior management, establish and maintain collaborative partnerships;
  • Highly skilled influencer with excellent negotiation skills;
  • Detailed knowledge of Hitachi Rail Corporate Governance;
  • Ability to manage a defined budget, ensuring cost efficiency and value for money; and to forecast and prepare team budget plans and manage the implementation of spend against agreed objectives;
  • Exposure to and interpretation of the financial management of simple and complex organization;
  • Able to demonstrate the competence in the productive use of resources to achieve end result within stiff constraints.
Experience
  • Minimum of 15 years’ experience within public transport with at least 10 years’ experience at an executive management level in mass transit/rail operation and maintenance;
  • Excellent financial, commercial, business development and HR acumen to support the improvement of business performance;
  • Familiarity with FTA regulations and APTA standards;
  • Experience in O&M (or similar large-scale) Organization start-up preferably in a US territory;
  • Proven track record in the management of planning, operations, maintenance, design and construction and commercial & contractual matters;
  • Demonstrated ability in leading, managing and developing multi-cultural teams to implement large scale projects;
  • Experience of managing complex, safety orientated business organizations;
  • Comprehensive appreciation of health and safety legislation and contract requirements relating to railway operations;
  • Proven ability to set, monitor and achieve business objectives.
Education:
  • A Bachelor’s degree or extensive proven experience in a relevant engineering, transport planning, business administration or related discipline.
  • Master of Business Administration or equivalent is preferred.
