Job Summary

Obsidian Solutions Group (OSG) is seeking an Operations Research Analyst to perform duties serving as a mils and advisor to the Project Manager (PM) directly supporting and reporting to the Director of Operation. Provide direction, assistance, and support for all operations and activities under the authority of the PM.

The Joint Light Tactical Vehicle (JLTV) is a Joint Services Program. The United States Army (USA) and the United States Marine Corps (USMC) are the two main proponents of the JLTV Joint Program Office (JPO). JPO JLTV requires a joint service (USA/USMC) PM FP, the Life Cycle Manager for the JLTV Family of Vehicles (FoV) requires services for the procurement, delivery, and sustainment of JLTV systems. This supports implementation and sustainment of current program actions and future programs.


Specific Responsibilities

  • Provide detailed planning related to projects, managed organizational taskers, and review tasker response artifacts for completeness and quality. For acquisition related artifacts, the contractor shall review materials, identify any non-compliance with IAW DOD 5000.1 and 5000.2 and other related DOD/Army guidance, and report non-compliances.
  • Coordinate a wide variety of projects and tasking's relating acquisition programs to the different functions in the life cycle phases to include but not limited to planning, developing, testing, contracting, producing, providing acquisition logistics support, and disposing of a given weapon system. Tasking's and projects are received from various sources to include higher authority through the subordination acquisition organizations, project and program management offices, HQ, AMC, ASA (ALT), and DOD agencies.
  • Communicate and coordinate with other related Product Managers, Project Managers, Marine Corps Program Manager Liaisons, other government agencies, as well as, users, and contractors in support of the PM in Warren, Michigan, Picatinny, New Jersey, and Ft. Knox, Kentucky, and higher-level staff organizations in TACOM, HQ, AMC, and ASA (ALT).
  • Analyze assigned portions of the program guidance received from higher headquarters, participate in the formulation of the PM's position, and coordinate with the various systems acquisition project/program/product management offices to obtain program status to include data which beyond that which may be provided by routine reporting systems.
  • Review and evaluate program management data elements to include development efforts, testing information, contracting and production status, acquisition logistics support strategy, and funding status submitted against the established program objectives.
    When assigned parties are late on submitting required tasker information or provide insufficient information, the contractor shall escalate the matter through the chain of command in a timely manner to reduce the likelihood of late tasker response.
  • Provide weekly status reporting relative to organizational operational related matters and consolidate status reporting from all product managers, and functional areas within the PM's portfolio.
  • Provide management information, advice, and assistance to on any programs/ projects within the PM's portfolio. Research current DOD (to include DOD 5000.1 and 5000.2), DA, AMC, Federal Acquisition Regulation (FAR), and local policy to decide appropriate policy and procedures in relation to current projects, tasking's, issues, and concerns. Analyze information and data; assesses progresses of programs, projects, and processes. Organize, manage, and present information to include recommendations both formally and informally via oral and written means.
  • Based on JLTV leadership direction, the contactor shall task and coordinates with other internal and external organizations and offices engaged in the development and implementation of plans and objectives to assure that actions are in keeping with the PM's management direction.
  • Identify areas needing emphasis, assess whether programs and initiatives of the PM are accurately meeting management expectations and alerts the Director of Operations of trends even when they may be within tolerance.
  • Perform a discipline approach to resolve problems, to answer questions, to correct deficiencies quickly, to evaluate support to management, and to assure the PM's objectives is being met. At a minimum, when performing problem solving efforts, the contractor shall identify the stakeholders, facts, assumptions, decision criteria, problem definition, multiple courses of action, recommended course of action, and planned schedule for resolution.
  • Review actions required for incoming and outgoing correspondence, provides comments and coordinates concurrence after approval by the PM.
  • Review daily PM correspondence, recommend course (s) of actions, and provide tasking to the appropriate Project/ Product, Manager offices, contractors, and other business groups to ensure the tasking are completed. Work closely with the project/ product management offices, the APEO's and other offices within the TACOM community to provide guidance and support on various issues such as resource requirements and quality of life initiatives; investigates and assists the PM in resolving sensitive issues that have been elevated to the PM level.
  • Attend meetings, record action items, and capture minutes when requested. The contractor shall develop briefings to management, command and higher headquarters regarding the PM's operations, objectives, goals, and accomplishments. Develop prepares decision papers, documents, and reports. Material developed by contractor shall be presented to the Director Operations (or designated alternate) for approval prior to staffing.
  • Clarify tasking when it is vague and ensure the assignee understands the tasking as described. Consider the available resources and use defined responsibilities when assigning resources.
  • Become knowledgeable of the mission and functions, organizational structure of Project and Product Manager Organizations, Weapons Systems Offices, and Support Offices within the PM organization and their interrelationships with other TACOM business centers in order to support and provide advice on a variety of management programs with the first 60 days.
  • Serve on or lead the efforts of various committees, meetings, workgroups, and process action teams, and to prepare and present multimedia technical briefings at all levels of management on a variety of projects or issues.
  • Develop and staff CCIR per PEO CS&CSS Policy. The contractor shall staff non-milestone documents and ensure they staffed in accordance with organizational (PEO and PM) defined process.
  • Track and report on the status of routine artifacts required by the PEO and PM (SITREPS, PEAK REPORTS, Briefing Slides, etc). The contactor shall support the management and compliance with PEO OPSEC process to include working the responsible parties to ensure each step of the process is performed correctly.


Required Skills/Qualifications

  • Experience developing and managing Integrated Master Plans and Integrated Master Schedules DoD ACAT ID programs which captured both vendor and Government activities, tasks, and subtasks.
  • (Project Management Professional (PMP) Certification, or equivalent experience serving as a Project Manager for multiple programs for five years or more.
  • Certification in one of the following: Microsoft Project, Primavera, or Open Plan.
  • Experience with "DCMA 14 Point Schedule Metrics’’ in accordance with DCMA-EA PAM 200.1.
  • Shall have completed FEMA certifications in S-00100.c, Introduction to Incident Command System, ICS-100, IS-00200.c, Basic Incident Command System for Initial Response, and IS-00700.b, An Introduction to the National Incident Management System.
  • Experience authoring at least one Emergency Management Plan.
  • Experience using TMT and LCMP Tasker Systems to include reviewing tasks, assigning tasking, reviewing, and consolidating task responses and managing taskers for an entire PM or PEO.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and Power Point.
  • Strong verbal, written, interpersonal, communication and presentation skills.
