JOB DESCRIPTION:

Joint Test and Evaluation (JT&E), Quick Reaction Test (QRT) ORSA: ANSER is seeking qualified personnel to provide JT&E test planning support for a 12 month QRT. The Joint Operation NOBLE EAGLE Link 16 Tactical Data Link (JOLT) QRT will address tactical data link tactics, techniques, and procedures (TTPs) for interoperable Rotary Wing Air Intercept (RWAI) missions flown in conjunction with Air Force/Navy aircraft and Ground Based Air Defenses.

Support for the JOLT QRT: To successfully accomplish QRT objectives per the Test Directive and associated guidance, ANSER operations research systems analysts (ORSA) will support rapid test plan development and use proven methodologies and detailed analysis to develop clear results.

Operations Research & Systems Analysis (ORSA) Personnel will:

• Work with Test Planners and Test Lead to develop and coordinate the test plan
• Formulate problems and design research and study methods
• Conduct and supervise qualitative and quantitative analyses of complex military and related problems
• Apply objective, analytical, and orderly thinking to the analysis of complex operational and management problems, and support this analysis when appropriate with the use of ORSA tools and techniques such as statistical inference, network analysis, models, mathematical programming, and simulations
• Summarize and synthesize complex analyses into simplified terms and present results to decision makers
• Plan, evaluate, coordinate, and integrate ORSA actions with other staff elements and functions

SKILLS & EXPERIENCE:

• Current Top Secret security clearance, or expiration of clearance within the past 2 years
• SCI eligibility (currently hold or have previously possessed SCI) preferred
• Experience applying quantitative and qualitative analysis methods, modeling & simulation methods and applications
• Previous experience as member of a Joint Test team either as a military, civilian, or contractor highly desired
• Strong interpersonal/social skills; proven staff officer/contractor support excellence.
• Exceptional written, and verbal communication skills
• Experience in staffing, communication, and coordination efforts across commands, services, and Joint Staff

EDUCATION & YEARS OF EXPERIENCE:

• Advanced degree plus at least 2 years -or- bachelor’s degree plus at least 5 years of data science/analytics, operations research and/or statistical analysis experience; of operations research and/or statistical analysis experience
• Formal instruction in Data Analysis/Science, Statistical Analysis and/or ORSA Certification
