R&K supports the Defense Health Agency and the Air Force Medical Readiness Agency (AFMRA). The Chief of Air Force Patient Safety has responsibility within the Air Force Medical Service (AFMS) for managing the Air Force (AF) Patient Safety Program (PSP) for expeditionary and aeromedical evacuation (AE) patient safety. The AF PSP is dedicated to providing safe, effective, evidence-based healthcare to beneficiaries. It seeks to develop a healthcare organization where proactive risk identification, data-driven assessment, and reliable processes are the foundation for safe care. R&K supports the AF PSP by providing expertise and assistance in accomplishing the PSP objectives within AFMRA and AF Major Commands (MAJCOM).

R&K supports the AFMRA by providing highly qualified and experienced patient safety professionals at numerous MTFs and by providing training and training materials to foster a workplace-based safety cultural transformation, guided by our experts in patient safety.

Title: Patient Safety Specialists (PSS), HQ Air Mobility Command (AMC)

Location: Scott AFB, IL

Duration: Temporary/ Full-Time (Approximately 20 March – 10 November 2023)

Clearance: Active SECRET

Start Date: Upon Approval

Duties: The PSS will assist MTFs and the ERC system with the execution of an effective operational PSP in the aerospace and expeditionary environment. Provide oversight and support to the MTF PSPC for the establishment and operation of the AFMS PSP. Shall stay abreast of national and DoD PS initiatives and their impact on the AF PSP. Shall assist the MTFs on their organization-wide processes to reduce the risks of preventable medical events by conducting PRA and PI activities.

Tasks include:

  • Preparation of an annual summary report highlighting operational PS initiatives, PI projects, training completion, and gap analysis.
  • Conduct patient safety event reviews.
  • Review, categorize, and trend all AE reported events in TRANSCOM Regulating and Command & Control Evacuation System (TRAC2ES) or Deployed EMEDS MTF trends in JPSR or other current system in use, and provide guidance to theater and service components for reporting, collecting, storing, retrieving, and analyzing of AE ERC PS data and information.
  • Facilitate dissemination of AE lessons learned and PS initiatives through AFMRA, TCSG, AMC/Surgeon General (SG), and AMC/A3; similarly disseminates EMEDS MTF lessons learned and trends thru AFMRA, ACC/SG, AFCENT/SG and other Numbered Air Force (NAF) and Combatant Command (COCOM) Surgeon Staff as applicable.
  • Comprehensive Systematic Analyses (CSA): facilitate the initiation of fact gathering, team selection, orientation of CSA team members, meeting location/times, minutes, ensure CSA team stays on target AFMRA and DHA timelines, and facilitate production of out-brief to leadership and implementation of recommendations. Track open items to completion.
  • Training: provide AE ERC PS training, and other related training, as requested by senior leadership. Provides Deployed PS classes (in virtual webinar format) to Active and Reserve Air Force medical personnel deploying on Unit Type Code (UTC) assemblages or via Line Remark positions identified to perform roles of MTF PSM, SGN, SGH or Unit PS Officer in Charge (OIC)/Non-Commissioned Officer in Charge (NCOIC). Provide similar classes to all DoD Deployers, as class capacity of students allows. When required, offer classes and coach/advise as Regional Consultant to all Deployed MTF PS personnel in- place at deployed locations. Provide curriculum development, cadre guidance, exercise scenarios plus pre-course instruction to key student positions attending the AFMS formal EMEDS Course at Camp Bullis, TX.
  • Clinical Operations and Patient Safety Alert (COPSA) development: when determined by leadership, the Contractor will develop COPSAs as related to patient safety in the AE ERC system, distribute to the field in addition to AFMRA, and the ability to post on CarePoint.
  • Meetings/Working Groups: attend and participate in AFMRA weekly huddle, Global Patient Movement Joint Advisory Board (GPMJAB), TRANSCOM Surgeon General Clinical Operations Working Group (TCSG COWG), Quality Systems Program Assessment Review (QSPAR), Aeromedical Evacuation Clinical Working Group (AECWG), Air Force Central Command (AFCENT) Cross Talk and COCOM (such as CENTCOM/SGO) Conference Calls, Landstuhl Army Medical Center (LRMC) Joint AECWG, HQ Air Mobility Command (SGK)/TCSG weekly crosstalk, and SGK staff meeting.
  • Provide analysis and breakout reviews of the Patient Movement ERC/AE quarterly and annual data from the TRAC2ES PMQ-R/JPSR system for identified sections for the final data report and PPT slides.
  • Provide PowerPoint presentations and briefings as requested (i.e., AECWG, QSPAR, GPMJAB, Immersion, AE Standard Evaluation Board (SEB)), ACC/SG and AFCENT/SGO). Develops agenda/slides, collects inputs from DoD SMEs and Deployed MTFs, plus organize and facilitates quarterly Conference Calls with all DoD PS Leaders across CENTCOM AOR.
  • Develop and collect AE and EMEDS Patient Safety products and submits to AFMRA.
  • Work in conjunction with leadership to identify and recommend annual AE ERC patient safety goals.
  • Review and score AFMRA annual award packages, as assigned. Assist in MAJCOM (ACC and AMC) scoring of annual awards nominees.
  • Identify actual and potential risks for the purpose of system improvements and risk reduction. Assist in development of change requests to JPSR as well as related Joint Knowledge Online (JKO) sites.
  • Provide TCSG and AMC SG and/or A3 and AECWG with trend analysis and recommendations for a course of action to prevent identified AE ERC patient safety issues.
  • Maintain communications networks supporting expeditionary operations through various products such as Area of Responsibility (AOR) PS Subject Matter Expert (SME) Rosters, routine dissemination of latest PS changes, tools and publications via PS DISTRO series of emails and sustaining a robust and dynamic Deployed MTF PS Webpage on the AFMRA Knowledge Exchange (KX).
  • Provide on-site educational/assistance visits as requested.

Requirements: The candidate shall meet the following qualifications:

  • A Bachelor s Degree, in a nursing or healthcare-related field, Master s degree highly desired. Fifteen (15) years of experience in healthcare is required. Experience in AE and readiness in addition to an inpatient or outpatient medical facility is required.
  • Proficiency in Microsoft Suite of tools, including Outlook, Word, Excel, and PowerPoint, is required. Basic skills in Microsoft Access, Visual Basic, SQL (highly desirable), relational databases, and visual report design tools is highly desirable. Skills with quantitative and qualitative data analysis are required.
  • The ability to work collaboratively with RM and QM.
  • The ability to organize time and manage multiple projects simultaneously.
  • Knowledge of The Joint Commission (TJC) standards, NPSGs, and scoring guidelines.
  • One (1) year experience with performing RCAs, PRAs, and/or PI at a healthcare facility level, plus two (2) years of safety program experience.
  • A Bachelor s level of skill in written and oral communications, public speaking, and interpersonal relationships in order to participate in multidisciplinary forums such as AFMS and DoD committees, working groups, workshops, orientation, and education programs for medical and non-medical staff.
  • AFMRA PSSs located at HQ AMC must possess military AE experience.
  • Must be eligible for, and maintain, Secure Internet Protocol Router Network (SIPRNet) access in order to participate in classified discussions related to operational environments (i.e., anti- access/aerial denial and air-sea battle) and readiness-related duties.
  • Secret Clearance is required.
