Description of Job


The Executive Director’s Office combines the administrative, operational and performance functions of DORA divisions. It manages special projects and initiatives that work to preserve the integrity of the marketplace and promote a fair and competitive business environment in Colorado.
The purpose of the Office of Accounting and Purchasing (OAP) is to provide accounting, procurement and contracting and financial reporting services for the Department of Regulatory Agencies (DORA), which consists of 10 divisional operating entities, comprised of approximately 174 cost centers. The Department executes a mixed budget of general, cash, re-appropriated, and federal funds. It collects revenues exceeding 355 million for the General Fund and 29 other restricted cash or other types of funds. Accounting and procurement services provided consist of supplying quality, informed decision making, guidance, comprehensive training and recommendations of a financial and procurement nature, development of unified system of accounts and its ongoing maintenance, and a complete package of financial services. These services include payroll processing, accounts payable and accounts receivable processing, purchasing, contract and encumbrance management, fixed asset management and grant management, financial reporting (internal management, state, and federal), budget monitoring and fiscal policy and procedures.

Position: SAA 1309
The purpose of this position is to act, perform and operate as the payroll officer and property accountant; track out of state travel requests and assist on the approval process of cash receipts. This involves preparing the monthly and biweekly payrolls, reconciling payroll expenditures, sorting and filing payroll forms, reports and records, counseling and instructing employees on payroll deductions, and acting as liaison to the Central Payroll Office. It also acts as the central property accountant taking of physical inventories and insuring that fixed asset records are current and accurate, tracks and routes all out of state travel request and assists on the daily deposit processes and accounting entries.

Duties include, but are not limited to:
  • Accurately and timely processing the department’s payroll which includes the daily input of data into the Colorado Personnel Payroll System (CPPS);
  • Verifying, analyzing and reconciling employees’ bi-weekly timesheets, i.e. regular time and over-time;
  • Providing account coding to HR section for input into CPPS; auditing payroll transactions received from and entered by HR;
  • Reviewing and analyzing accounting data for accuracy and proper input to CPPS and CORE;
  • Acting as property accountant for the department, which involves the development and operation of a fixed asset subsystem in accordance General Accepted Accounting Principle (GAAP) and pronouncements of the Governmental Accounting Standards Board (GASB);
  • Logging in all travel requests on out of state travel spreadsheet, auditing and verifying each out of state travel request, including if travel is on the official department travel plan, then forwarding each request to proper signature authority;
  • Initiating the daily interfaced cash receipt and wire transfer cash receipt process for the department;
  • Managing quarterly unemployment insurance payments to labor and employment;
  • Distributing W-2s and downloading disks to make copies for employees.

MINIMUM QUALIFICATIONS (MQs):

  • Bachelor’s degree from an accredited college or university in accounting;
-OR-
  • Four years of professional* general accounting and/or payroll related experience which includes:
  • Processing, verifying and accurately entering information into a database;
  • Reviewing and reconciling documents and forms;
  • Reviewing documents for accuracy, completeness, and compliance; and
  • Calculating data for verification purposes.

SUBSTITUTIONS:
  • A bachelor's degree from an accredited college or university which included 27 semester hours of accounting or auditing coursework will substitute for the degree requirement;
  • A combination of professional* work experience in accounting and/or payroll, as described in the minimum qualifications, may be substituted on a year-for-year basis for the bachelor’s degree;
  • A valid license as a CPA by the Colorado Board of Accountancy will substitute for the bachelor's degree.
  • Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
Preferred Qualifications:
  • Demonstrated professional* experience working in payroll accounting;
  • Experience working with the Colorado Operations Resource Engine (CORE) and/or the Colorado Personnel Payroll System (CPPS);
  • Demonstrated experience working with a governmental agency or in public accounting;
  • Demonstrated experience analyzing and preparing financial reports;
  • Demonstrated experience using computer and/or automated information systems to enter, update, modify, delete, retrieve/inquire and report on data;
  • Demonstrated experience utilizing Microsoft Office, including managing and creating spreadsheets in Excel;
  • Demonstrated experience determining and ensuring compliance of financial documents with appropriate computations, codes, and rules/regulations.
