Personal Care Assistant/Certified Nursing Assistant - CNA

(Personal Assistance Services - PAS) ($19.63 per hour: base $15.50 + $4.13 health and welfare benefit)


The position is a part-time/PRN/as needed with no set schedule; candidate would need flexibility to work on an on-call basis.

This position is currently in a private home in Arlington, VA. However, it is possible that the location could be moved to Washington DC (100 F St NE).

Beginning January 3, 2018, in accordance with revised regulations implementing section 501 of the Rehabilitation Act of 1973, the Federal Government will offer personal assistance services (PAS) to employees with targeted disabilities.

Based on the following guidance from the Equal Employment Opportunity Commission (EEOC): “PAS means assistance with performing activities of daily living that an individual would typically perform if he or she did not have a disability, and that is not otherwise required as a reasonable accommodation, including, but not limited to, assistance with removing and putting on clothing, eating, and using the restroom.

Such services do not include medical care. PAS is not the same as services that help employees perform job-related tasks, such as sign language interpreters for employees who are deaf or readers for employees who are blind or have learning disabilities. These services are already required as reasonable accommodations under the part of Section 501 that requires reasonable accommodations.”

The contractor shall provide reasonable accommodations to enable employees with targeted disabilities access to personal assistance services to ensure employees with a targeted disability are afforded equal employment opportunities.

The contractor shall be able to provide a broad range of responsibilities and job duties, which can vary from one employee to another. The non-medical care services shall include, but are not limited to, the following:

  • Helping the employee to eat and drink liquids;
  • Helping the employee to use the restroom;
  • Taking off and putting on the employee's clothing items
  • Warming the employee's food;
  • Carrying the employee's belongings to and from a car/public transportation and office;
  • Accompanying the employee while on business travel to provide the personal assistance services required by the employee (including, but not limited to, bathing, dressing, eating/drinking, arranging for transportation to and from the meeting site, etc.); and,
  • Providing personal assistance services to the employee (including those identified above, as applicable) at home during telework hours.

Required Qualifications:


  • High School Graduate or equivalent education.
  • Minimum 3 years of experience providing personal assistance or experience as a Personal Care Assistant in a business or healthcare setting (in offices, homes, or facilities).
  • All personnel shall be able to read, write, speak, and understand English.
  • All personnel shall be polite and maintain a professional demeanor while performing personal assistance services.
  • All personnel shall demonstrate tact, patience, empathy, compassion, and kindness.
  • All personnel shall be able to do prolonged or considerable walking or standing; able to lift, position, and/or transfer employees; ability to lift supplies and equipment; considerable reaching, stooping, bending, kneeling, and or crouching; and, visual acuity and hearing to perform as required.
  • All personnel shall be able to manage time, manage multiple assignments along with adhering to set rules and protocol.

Desired Qualifications (considered a plus but not required):


  • Certified Nursing Assistant (2 years' experience)
  • Certified Home Health Aide
  • Active CPR and First Aid Certification or Basic Life Support Certification

The contractor's work schedule shall closely mirror the schedule of the employee or employees. Work days are Monday through Friday, excluding federal holidays. Overtime work (more than 40 hours in a week or 8 hours in day) may be authorized in advance only by the Contracting Officer or designated Contracting Officer's Representative. In the event of weekend work to be performed by the employee, the government may request personal assistance services. We will provide at least 48 hour advance notice to the contractor.
