Brief Summary of Job Duties

The Technology Management Personnel Analyst is responsible for academic personnel and a wide variety of constituents including faculty, staff, lecturers, students, campus administrators. Responsible for academic personnel plans, actions and strategies in consultations with MSO and Chair. UCPath transaction approver and Payroll Manager. Responsible for assisting the College of Engineering with any special projects relating to campus and system wide programs. Will assess, implement and support processes and efforts related to instructors needed for course support of all degrees and program. Provides departmental and faculty support as needed.

  • Requires excellent verbal and written communication skills, active listening, critical thinking, multi-tasking and time management skills.
  • Requires interpersonal and work leadership skills to provide guidance to non-exempt personnel and students.
  • Must discretely manage sensitive and confidential personnel information.
  • Requires interpersonal and mentoring skills to educate and facilitate interactions with faculty about their own personnel actions and their roles on their colleagues' personnel actions.

Preferred Qualifications

  • Bachelor's Degree in related area or equivalent experience and/or training.
  • Thorough knowledge of campus administrative procedures and processes.
  • 1-3 years general human resources or academic personnel.

Job Functions/Percentage of Time/Duties

  • 60% Academic Personnel - Presents the Chair, MSO (and faculty as needed) the annual academic personnel plan that outlines the following: appointments, merits and promotions, departmental academic personnel committee assignments, and preparation for special projects and campus/program initiatives. This will be done in adherence to Academic Personnel policies and procedures. Responsible for ensuring outside activity reports and prior approval requests relating to outside activities, by senate and non-senate academic appointments, is done in a timely manner. Responsible for all departmental actions requiring UC Recruit, OISS, AP Folio and all relevant campus and system wide policies and procedures. Responsible for understanding, implementing and conforming to all OISS policies and procedures as they relate to tenure track and temporary academic positions. Ensuring that appointments conform to visa related issues as necessary. Maintains in-depth knowledge of complex International Scholars Visa requirements and its dependency on Academic Personnel policies and procedures and recommends appropriate courses of action that conform to policy. This will be done in consideration of the departmental academic plan. Is responsible for understanding and staying abreast of all dependencies between campus system and procedures and the impact of these dependencies on departmental academic plan and impacted departmental procedures. Responsible for supervision of the Dean's Research Lecture series which invites distinguished faculty to give a lecture and meet with faculty, students and postdoctoral, scholars all over campus, to discuss research opportunities. TENURE TRACK ACADEMIC PERSONNEL Responsible for all tenure track faculty processes including appointments, merits and promotions. Responsible for all departmental academic recruitments/ appointments/ and miscellaneous actions, such as leaves. Responsible for departmental long term and short term appointments and additional compensation. TEMPORARY ACADEMIC PERSONNEL Responsible for all temporary academic titles within the department. These include teaching titles, Continuing Lecturers, Unit18 Lecturers, Associate, Teaching Assistants and Readers for both the academic year and summer teaching sessions. This includes recruitments, new hires, re-hires and merits for continuing lecturers. Responsible for all temporary academic title recruitments initial appointments, re-appointments as well as merits and promotions. Responsible for Academic Coordinator, Project Scientist, Specialist, and Researchers appointments in the department. This will be done in consideration of the departmental academic plan, funding opportunities and requirements.

  • 15% Academic Personnel Budgets and Recruitments - BUDGETS/PROPOSALS Plays an integral part of the annual Temporary Subzero Budget by working with the Student Affairs Manager, the Chair, and MSO. Will provide Chair and MSO with a final budget that meets the needs of the various programs and provide solutions to any obstacles that arise as a result of the consultations. This will be done in consideration of the departmental academic plan. Responsible for Summer Session teaching proposal budget. This entails consulting Faculty Undergraduate Advisor and well as the Student Affairs Manager with respect to Undergraduate Program course needs. Will provide Chair and MSO with a final proposal budget that considers availability of individuals to teach during for summer session. This will be done in consideration of the departmental academic plan. Responsible for ensuring that all appointments adhere to financial parameters of funding sources. In consultation with the Financial Manager and MSO will address any funding discrepancies. Responsible for ensuring that temporary academic personnel actions are accurately input and reflected in the campus payroll system and the departmental financial system. Responsible for ensure appropriate funding is charged with any initial action. Responsibility for changes to during the appointment period or in subsequent continuing appointments will shared with the Financial Manager. RECRUITMENTS Responsible for understanding and implementing departmental procedures that adhere to Federal, State and UC policy as well as union contracts for all academic employees in the department. Responsible for understanding and implementing UC policy into departmental procedures in regards to recruitment, equal opportunity, and affirmative action. Responsible for managing UC Recruit for the department in all aspects of Academic Recruitment. Responsible for all aspects of the scheduling and coordinating of faculty candidates' visits. Maintains in-depth knowledge of complex Academic Personnel policies and procedures and recommends appropriate courses of action that conform to policy. This will be done in consideration of the departmental academic plan.

  • 15% Supervision of TMP staff. - Responsible for the management of clerical support staff.

  • 10% Faculty and Department Support - On a project basis, performs analytical studies on a variety of policies, programs and issues. Responsible for educating faculty on UC policy regarding their professional outside activities and UC reporting requirements for these activities. On a project basis, perform analytical studies on a variety of policies, programs and issues as well as initiatives and events as needed. Serves as Department Safety Representative (DSR), UCPath approver and Kronos Payroll Manager. Assists faculty with general plans for leading conferences, academic meetings, and retreats. Will be responsible for academic short-term visitor logistics, including hosting, hotel accommodations, and scheduling. Responsible for office space management of new hires and temporary non-teaching academic appointments.
