IMMEDIATE SUPERVISOR: Reports to Shelter Program Manager.

SUMMARY DESCRIPTION:

The Placement and Liaison Specialist (PALS) plays a critical role in the successful operation of our 6-bed HOPE shelter in Aberdeen, WA. The shelter supports youth aged 12-17 who are homeless or at risk of becoming homeless. The PALS works closely with the Shelter Program Manager to establish and maintain a safe, positive culture in the shelter, ensuring that services are provided with cultural sensitivity and dignity for sheltering youth. The PALS works with sheltered youth and with youth Advocates employed by the shelter to create meaningful plans addressing diverse goals and needs, including a stable living environment, family reunification, education, desired health engagements, life skills, healthy habits and other life facets identified by the youth. The PALS works closely with allied agencies and resources to ensure these plans remain meaningful after a youth leaves shelter.

While the PALS has a regular base schedule, the position requires considerable flexibility. The PALS works some irregular hours to meet program supervision needs, including evenings and weekends.

FUNCTIONAL RESPONSIBILITIES:

1. Oversees day-to-day operations to ensure effective and timely delivery of services.
2. Be the first contact after Coordinated Entry, conducting required assessments and care coordination.
3. Work with the Shelter PM to stabilize living situations including familial reunification, engagement with other natural supports or other appropriate alternatives as soon as can safely be done.
4. Interface with other relevant resources and system representatives to secure long-term residential placement and other needed services for the youth.
5. Facilitate a physical, mental, or chemical examination/evaluation as needed.
6. Arrange an educational assessment to determine effective educational path.
7. Manage potential re-admission of youth who have left the shelter program.
8. Represent the HOPE Shelter and CCAP agency in community forums.
9. Maintain documentation of individual service plans and shelter operations.
10. Promotes a healthy, transparent and kind work environment in each office.
11. Ensures that programs operate in compliance with all relevant rules and regulations.
12. Contributes to the development and updating of Policies and Procedures.
13. Ensures that policies and procedures are followed, including Complaint and Grievance.
14. Reports significant complaints, concerns and operational risks to the HCS Program Manager and Director.
15. Receives and responds to customer and community concerns and complaints.
16. Ensures that the program is adequately staffed at all times.
17. Provides orientation and evaluation of staff for assigned programs. May provide individual mentoring.
18. Contributes to grant applications, and documents grant compliance.

19. Ensures timely and adequate documentation of all customer services and site operations, including data entry in HMIS and Pathways.

20. Performs quality assurance audits.
21. Engages program participants to assess and improve scope and quality of services.
22. Completes all grant and financial reporting accurately and on-time.
23. Conducts routinely scheduled staff meetings and trainings.
24. Represents agency in meetings with funders and partner agencies, and in community forums.
25. The PALS may delegate responsibilities to another program staff who meets the minimum qualifications of a

PALS.
26. Completes other duties as assigned.

MINIMUM QUALIFICATIONS

1. Bachelor's degree in social services or a closely related field from an accredited school.
2. Two years paid experience working in a youth shelter, or closely related work with at-risk youth.
3. Demonstrated ability to balance day-to-day autonomy with timely communication of critical information.
4. Excellent written and oral communication skills.
5. Ability to pass and maintain a background check.
6. Current WA Driver’s License and auto insurance. Clear driving record is required.

PREFERRED QUALIFICATIONS

1. Master’s degree in social services or a closely related field.
2. Lived experience as a homeless youth or youth in foster care.
3. Spanish language proficiency.
4. Experience working in HMIS or other health and data management systems.
5. Other cultural proficiencies relevant to engaging with youth supported by the HOPE shelter.

LOCATION/WORKING HOURS:

This is a full-time, hourly position. While the PALS has a regular base schedule, the position requires considerable flexibility. The PALS works some irregular hours to meet program supervision needs, including evenings and weekends.
