Hours: Four, Ten-Hour Shifts per week

Duties and Responsibilities:

  • The City of Federal Heights invites you to join a busy and productive police department that serves 14,000 residents within a 1.78 square mile city perimeter. Position reports directly to the Chief of Police.
  • Under general direction, manages day-to-day activities and performs supervisory and administrative police duties for the full-service Federal Heights Police Department. Reports directly to the Police Chief

ESSENTIAL FUNCTIONS:

REPRESENTATIVE DUTIES:

  • Coordinates and manages the organization, staffing, training, operational activities, programs, functions, and services for the police department.
  • Coordinates assigned services and activities with other shifts, divisions, and outside agencies.
  • Performs patrol field supervisor duties, advising and reviewing work of subordinates.
  • Responds to calls for service as needed, including intervening in disputes, investigating cases, writing reports, issuing citations, and making arrests.
  • Testifies in court as required.
  • Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement.
  • Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts annual evaluations.
  • Reviews and approves reports and other paperwork prepared by subordinates, such as incident reports, summonses, search and arrest warrants.
  • Provides briefings to staff on regular basis to provide information on current issues.
  • Provides general supervision to special units or teams such as grants administration, firing range, SWAT, Internal Affairs, defensive tactics, field operations, or school resource officers.
  • Reviews, prepares, and approves a wide variety of related reports or studies.
  • Assists with development of department operating policies and procedures.
  • Prepares written communications, reports and statistics.
  • Assists with development of division's budget, goals, objectives, and work plan; assists in procurement and acquisition of goods.
  • Ensures that various law enforcement operating procedures and guidelines are followed.
  • Identifies organizational conditions that may contribute to misconduct, liability, or inefficiency.
  • Communicates information to line staff and Police Chief.
  • Responds to citizen complaints and/or inquiries concerning department operations.
  • Investigates and responds to inquiries on department member actions or conduct.
  • Prepares documentation of activities performed.
  • Supervises the handling of high risk or sensitive incidents and cases.
  • Attends citizen meetings when necessary to represent Federal Heights Police Department.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of applicable City, county, State and federal statutes, regulations, ordinances and codes.
  • Knowledge of the policies, procedures and goals of the Federal Heights Police Department.
  • Knowledge and understanding of the principles and practices of law enforcement.
  • Knowledge of and ability to apply appropriate self defense techniques.
  • Knowledge of practices and principles of supervision and management.
  • Skill and proficiency in use of firearms and weapons.
  • Skill in the safe and proper use of firearms in the course of work.
  • Skilled in the safe operation of assigned police vehicles.
  • Skill in the use and operation of assigned equipment, including but not limited to radio communications, radar, cameras.
  • Skill in motivating and developing employees.
  • Skill in leading and motivating employees.
  • Ability to diffuse hostile situations.
  • Ability to read and interpret various codes, rules, regulations and laws.
  • Ability to prepare and maintain annual budget.
  • Ability to read, comprehend and apply departmental policies and procedures to police duties.
  • Ability to communicate effectively orally and in writing.
  • Ability to work independently and exercise good judgment and decision-making.
  • Ability to enforce ordinances, statutes and laws fairly, firmly and impartially.
  • Ability to prepare accurate and concise reports and records that may be used as evidence in courts of law.
  • Ability to use standard computer equipment and software including word processing, data base management, spreadsheet application.
  • Ability to establish and maintain effective working relationships with City management, employees, other law enforcement agencies, citizens and the general public.

MINIMUM QUALIFICATIONS:

  • Certified Colorado Peace Officer.
  • Five years’ experience at the rank of Police Sergeant.
  • An Associate’s degrees or ability to obtain an Associate’s degree within three years of hire.
  • A bachelor’s degree preferred. E
  • quivalent work experience and education can be substituted for other requirements.
  • Physical fitness to perform the functions of the job.

WORKING ENVIRONMENTS/PHYSICAL REQUIREMENTS:

  • Physical activities include frequent sitting, standing, walking, occasional running, kneeling, crouching/stooping/squatting, crawling, twisting upper body, climbing, lifting up to 80 pounds, agility, dragging or carrying up to 160 pounds, coordination, hearing, speaking, vision and manual dexterity.
  • Work environment including working outdoors in cold and heat, noise, electrical hazards, chemicals, hazardous materials, explosive materials, weaponry, and mechanical hazards.
  • Police personnel are exposed to various life-threatening hazards.
  • Daily driving is required.

  • Must be certified as a Colorado Peace Officer
  • Valid Colorado Drivers License and good driving record.
  • No felony convictions
  • Must pass thorough background investigation including drug screen, voice stress analysis, psychological evaluation, review of driving record and pre-employment (post job offer) physical examination.

The City of Federal Heights provides the following benefits to employees: 11 holidays, vacation accruals for full-time employees are based on years of service from 6.67-13.33 hours per month. Full-time firefighters accrue vacation based on years of service from 12-18 hours per month. Full-time employees accrue sick leave at the rate of 8 hours per month of service to a maximum of 960 hours. Part-time employees accrue sick leave at a rate of 1 hour per 30 hours worked.

Regular full-time employees, except for police officers and firefighters, are required to participate in the City’s 401(a) retirement plan. A voluntary 457 plan is also available to all regular employees. Police Officers and firefighters participate in a State-approved retirement plan, FPPA.

The City of Federal Heights offers both short-term disability and long-term disability to its regular and part-time employees. Police officers and firefighters are eligible for long-term disability benefits in accordance with the terms and conditions set forth by the State of Colorado’s Fire and Police Pension Association (FPPA).

The City of Federal Heights offers life insurance benefits to all full- and part-time employees. Part-time employees must work a minimum of 30 hours per week to be eligible for life insurance benefits. The City also offers a voluntary life insurance plan for employees to purchase additional life insurance. Regular and part-time employees are eligible for City of Federal Heights benefits the first of the month after their hire date. Part-time employees must work at least 30 hours per week to be eligible for pro-rated benefits.

Medical benefits are offered through Colorado Employers Benefit Trust (CEBT), which is self-funded multiple employer trust that currently provides employee benefits for over 300 public entities, school districts, and colleges. The City of Federal Heights offers the choice of three medical plans through CEBT. Employees can choose from an EPO, PPO, or Kaiser HMO plan. Vision insurance is provided through VSP, and dental benefits are offered through Delta Dental.
