Full-time employee non-sworn classification. Six (6) full-time employees currently authorized. Employees assigned to shift(s) scheduled by the Chief of Police.

EXAMPLE OF DUTIES
GENERAL STATEMENT OF DUTIES: Responsible to answer and process all regular and 911 telephone calls, radio and other messages received for the department at the communications center by dispatch and assignment of police resources and initiation of department record system on all police incidents and calls for services.Operate police communications systems of radio, telephones, computer data communications system, department computer records system, telephone display device for disabled persons, FAX machine and other communications devices provided for communication with officers, the public, other agencies and persons.Assigns and dispatches police officer units on the patrol shift in response to crimes, calls for service, investigations and emergency. Records all police officer activity and incidents using department Computer Aided Dispatch system.Assigns and dispatches Monroe City Fire Department units. Responds to Fire Department personnel by radio, telephone or other communications when in the field. Acts as the Fire Department call center. Routes/Transfers EMS calls for service received to the Sheriff’s Dispatch Center for dispatch.Records public information, officer activity and information, log of radio and other police activity, records telephone messages and relays to employees.Provides telephone reception service for department and routes telephone calls to appropriate persons or divisions within the agency or refers to other agencies or persons as necessary.Provides counter service in communications center to persons walking into the department for information, motor vehicle licensing/driver license assistance, turn in/claiming of property, filing complaints, requesting assistance of police, payment of fines, bonds and fees, requests for records or any other authorized/approved services and support offered the public.Takes direct payments of bonds, forfeitures, fines and fees; issues the appropriate receipts and makes records of such payment and then secures all department funds as directed for security purposes.Monitors all police radio systems and department officer activity to record data and insure officer coordination and safety in conjunction with the shift supervisor on duty.Coordinates with other dispatch centers all emergency traffic for the department and assigns officers as needed. Coordinate radio traffic and response to calls with EMS Ambulances, Fire Dept, other law enforcement agencies, public works or others.Monitors weather and storm information, activates storm watch and warning procedures or emergency communications systems as directed.Performs records audits and verifications for state Crime Information Bureau and National Crime Information Center entries or inquiries. Initiates recordsrequests for driver license, registration and wanted items/wanted person status at officer request under state guidelines and procedure.Coordinates with court system, jail, hospital and other facilities on the transport, booking, court appearance, medical treatment and process of persons taken into custody by the department.Completes emergency and routine duties as directed and necessary for the operation of the department/patrol shift.Completes any other duties as assigned or directed by the Chief of Police.

MINIMUM QUALIFICATIONS
REQUIRED KNOWLEDGE, SKILLS & ABILITIES: Education of High School or GED minimum, post high school education and/or training recommended.Established work record of reliability and ability to maintain confidential status of information handled. Maturity and ability to deal with multiple and complex problems and amounts of information effectively under stress conditions.Work accuracy and completeness of work product and records required. Ability to manage routine and emergency conditions and understand priority of police resource management and response under direction of shift supervisor.Must obtain certification and re-certifications required by the Crime Information Bureau of the Wis Dept of Justice for operation of data terminal systems. Abilityto learn all applicable state laws, federal regulations, ordinances and procedures of the department and maintain current working knowledge.Must obtain and maintain all certifications as an emergency medical dispatch operator.Typing ability required at least 35WPM recommended to operate computer of department and state/federal data systems.Good physical condition and health record with work attendance reliability for assigned shift and work schedule.Effective and accurate written communications skills. Must have the ability to communicate verbally in an effective and positive manner with persons of all levels of society, age, sex, race etc with whom the department must serve or deal with during the course of duties. Ability to take control of stressful and/or emotional persons to gain information, assist them. Must effectively be able to get along with others within the department and members of the public under often adverse circumstances and in a professional manner.Must have the ability to learn and operate complicated department computer records system.Ability to dispatch and coordinate all work and assignments in a controlled and clear manner, often under emergency or stressful conditions. Ability to make quick and sound decisions. Must work rotating shift schedules, holidays and extended work hours or recall in emergency.Ability to gain effective working knowledge of city area, business and the residential areas of the city, knowledge of other departments and agencies and their responsibilities.Hearing ability to effectively gain information from telephones, radio and direct conversation to handle routine and emergency duties. Vision standard to effectively read normal print size of forms, procedures, laws and data terminals. Normal vision or corrective lenses. Verbal communications ability to clearly communicate routine and emergency traffic and instructions across telephone, radio and direct personal contact with employees/the public. Physical healthability to attend work on reliable and timely basis as key member of shift and needed to ensure public safety during hours assigned. Prolonged periods of timeon the job required during emergency or staff shortages. Prolonged periods of sitting/standing at communications console/reception counter.

SUPPLEMENTAL INFORMATION
ESSENTIAL JOB FUNCTIONS: Essential job functions listed with or without reasonable accommodation which must be performed by this job title: Answers and processes all telephone calls, radio and other messages received and provides dispatch/assignment of police resources. Initiates department records and logs including computer aided dispatch computer records.Operates police radio systems and frequencies, monitors and operates the department telephones, telephone display device for disabled persons, FAX machine.Assigns officers to calls for service, crimes in progress, investigations and emergency, fires and EMS calls. Coordinates department and mutual aid officer response and other emergency or support services and records activity.Provides telephone answering and reception service for department staff and counter service to the public who enter the police building. Records and relays information to officers and department staff or other persons/agencies.Provides general public answering and referral service for public service, public safety and law enforcement purposes. Maintains current knowledge of all community services/businesses and refers persons in need accordingly/appropriate.Assists persons with registration, licensing and other motor vehicle service or problems. Accepts lost/found property, receipts claimed property, accepts payments for tickets, bonds, fines and other city services provided by the department. Provides copies of reports or takes orders to deliver future copies of reports. Secures department monies and valuable property in security provided areas.Coordinates officer work in conjunction with shift supervisor, provides support of work activity and insures officer response, safety and accountability.Coordinates with Sheriff's Dept and other dispatch centers all emergency traffic and calls for emergency services. Coordinate with jail, hospital and other public agencies on persons in custody, booking, court appearances and officer transport of persons in custody.Monitors severe weather and storm warning/alerting systems including the siren systems in conjunction with shift supervisor.Uses computer terminal to make inquiries of driver license status and records, motor vehicle registrations, wanted items and/or persons, communicates with other law enforcement agencies thru data terminal. Enters stolen and recovered property, wanted persons and performs audits of records.Implements recall of department staff or mutual aid as directed for major incidents, emergency or disaster operations.Prepares written police reports on information and minor investigations as assigned, and transcribes/enters dictated/written officer reports.Assists with parking records, payments and data for notices.Initiates calls for wrecker services or other support services needed by field officers, contacts citizens, witnesses etc for officers providing phone link communications or follow up information needed by officers as directed.Attends shift and other briefings for purposes of maintaining current status and information, attends training and certifications of various skills needed to perform duties.Coordinates traffic and safety problems reporting signals, signs and other problems to appropriate agencies and services for repair/replacement.Keeps records of department staff work attendance, work status and work activity during shift assigned.Provides case control and security of department records within the Comm Center and or assists officers/staff with provision of needed information and records.Provides direct support to shift officers and shift supervisor with other duties and responsibilities on daily basis as directed and assigned.Performs any other duties as directed by the Chief of Police.SUPERVISION: Operational supervision by Shift Supervisor of assigned shift. Bureau supervision by the Captain of Police. Direct assignment and coordination with command officers during routine or emergency operations.SCHEDULES: Full-time employee assigned on schedule determined by the Chief of Police. Normal contractual hour work day. Currently works 6 on 3 off work schedule.
