LPHI’s Health Services Research portfolio works with health systems, academic institutions, health plans, and community stakeholders to operate the Research Action for Health Network (REACHnet), one of 8 Clinical Research Networks (CRNs) nationwide in PCORnet®. REACHnet has partner health systems in Louisiana, Texas, and California. The REACHnet Coordinating Center at LPHI maintains a data infrastructure for these health systems which includes electronic health records for more than 8 million patients standardized to the PCORnet Common Data Model. REACHnet improves the efficiency of multi-site research through its innovative health informatics, governance and regulatory, and stakeholder engagement infrastructures. The Health Services Research portfolio also implements numerous multi-site research initiatives with local and national partners, including interventional trials, observational studies, and community engagement projects.
Members of LPHI staff also manage the Greater New Orleans Health Information Exchange (GNOHIE), another large data asset and partnership network. The GNOHIE is a community-governed health information technology infrastructure that facilitates the sharing of patient information across providers so they can deliver the best care possible. The GNOHIE enables efficient care coordination across providers and health systems by making timely, accurate patient health information available. The network comprises 50 participating organizations with over 160 locations across Southeast Louisiana, including primary care, hospitals, behavioral health, correctional health, social services, and more.

  • *Position Summary

The Population Health Scientist is responsible for supporting research, surveillance, and quality improvement initiatives for REACHnet and the GNOHIE by performing both scientific and project management functions, as well as leading or contributing to study design, publications, proposal development, and funding applications. This position provides the opportunity to apply a variety of analytical, methodological, writing, and management skills to lead or support research activities. The Population Health Scientist may collaborate on proposals or pursue opportunities to lead projects in line with their research interests. The Population Health Scientist will also be expected to work on publications and other dissemination products. The position requires frequent collaboration with local and national partners.
This role will support multiple data, analytical and research projects across the organization and report to the Chief Data Officer. The Population Health Scientist will be responsible for the successful planning and implementation of projects in collaboration with LPHI team members, partners, and stakeholders. Integral to this role will be writing manuscripts, proposals, and/or concept documents, developing budgets, fulfilling regulatory requirements for research projects, analyzing and interpreting clinical data, and disseminating research findings.
Minimum Qualifications

  • PhD in epidemiology, health services research, or related field
  • 3+ years of research experience in the public health sector, healthcare, health policy, or academia
  • Knowledge of research concepts, including epidemiological study designs, sampling and data collection approaches, analytical methods, and stakeholder engagement
  • Proficiency using statistical software, specifically Stata, SAS, and/or SQL
  • Experience using electronic health record and/or claims data
  • Strong publication record
  • Experience working in partnership with community stakeholders, health systems, and/or academic institutions
  • Experience fulfilling regulatory requirements for research projects, including Institutional Review Board (IRB) requirements and Data Sharing and Use Agreements (DSUAs)
  • Ability to work in the New Orleans area preferred
  • *Duties and Responsibilities

Lead/support projects leveraging clinical data

  • Lead and/or support research projects and public health surveillance initiatives, including scientific and project management activities
  • Collaborate with LPHI staff and local and national partners in the conduct of research and surveillance projects leveraging clinical data, including COVID response projects, state and national chronic disease surveillance, health services research, quality improvement, and projects connecting clinical and social data
  • Develop analytical queries to facilitate health research and population health (e.g., computable phenotypes)
  • Develop metrics for research projects and operations needs
  • Present data in visualizations and other formats that are understandable by non-technical audiences and/or appropriately tailored for specific audiences
  • Lead and contribute to dissemination products; write manuscripts and briefs and develop website content, presentations, and other dissemination materials

Proposal and partnership development

  • Initiate and or support development of concept briefs, proposals, and applications for funding opportunities in research, surveillance, and/or stakeholder engagement projects
  • Develop national, regional and community partnerships with public health entities, academic institutions, healthcare delivery systems, community interest groups and stakeholders to further LPHI’s mission and business development
  • Manage relationships with external partners and cultivate new partnerships to expand research portfolio
  • Develop budgets and scopes of work for projects

Project management

  • Manage multiple projects simultaneously while effectively working with internal staff and external partners
  • Develop project plans, manage timelines, and ensure high quality deliverables
  • Manage budgeting, contracting, regulatory, and other administrative processes
  • Fulfill regulatory requirements for research projects, including writing study protocols, completing and submitting IRB documentation, and ensuring compliance with protocol
  • Identify and take initiative to create processes or improve operations to optimize efficiency in project execution
  • Develop presentations and documents to disseminate LPHI’s assets and services to the research community, including academia and industry
  • Track projects’ activities and progress and fulfill reporting requirements for milestones and deliverables to partners and/or funders

  • Actively participate in LPHI-wide meetings and initiatives (e., workgroups, committees)

Salary/Benefits

  • Minimum starting salary of $95,000 dependent on education and experience
