Responsibilities:
Security and Emergency Services is seeking a high performing individual to join our Emergency Services and Operations Support team as a Prin. Emergency Response Specialist to serves as an Emergency Management training officer and alternate Operations Command Center Duty Manager.

Key Responsibilities
  • Serve as an Operations Command Center (OCC) and Emergency Operations Center (EOC)Training Officer and alternate OCC Duty Manager (DM) [when coverage is needed.
  • Develop and implement training and qualification programs for OCC/EOC using the Systematic Approach to Training (SAT) methodology, including analysis, design, development, implementation, and evaluation in accordance with applicable external requirements, company, and departmental directives.
  • Provide instructor-led and hands-on instruction for small groups and/or one-on-one, as required.
  • Serve as qualified Course Developer for new/revised training component projects (which may include some web-based training).
  • Conduct, evaluate, and revise new and existing training components, and provide follow-up analysis of training results.
  • Coordinate with appropriate outside training and educational organizations and agencies to evaluate and select appropriate external training resources when needed.
  • Serve as qualified Program Developer for new/revised qualification program projects.
  • Ensure currency of training materials to include course/program analysis documents, briefing outlines, lesson plans, presentation handouts, test examinations and/or examination banks, qualification/training programs, and training effectiveness tools.
  • Complete company Training Officer Qualification Program.
  • Complete OCC Duty Manager Qualification Program.
  • As an OCC DM:
    • Act as the initial point of contact for emergencies at the Nevada National Security Site (NNSS).
    • Categorize and classify operational emergencies and, determine initial protective actions for emergencies occurring on the NNSS.
    • Perform time-constrained internal and external notifications.
    • Act as the OCC lead during drills, exercises, contingencies, and emergencies.
    • Operate communications and data processing equipment; classified video conferencing equipment; Emergency Communications Network equipment; and, electronic notification systems.
    • Maintain electronic logs.
    • Assists in the preparation, review, and approval of functional organization implementing and supporting procedures.
    • Work in a rotating shift environment.
  • Perform related tasks as assigned by supervisor.
Qualifications:
  • Bachelor's degree in Emergency Management or related field, and at least eight years professional level experience which includes two years' experience in NNSS operations support, emergency management, or emergency response center operations or equivalent training and experience.
  • Ability to work efficiently in a high stress, dynamic, and team oriented environment.
  • Ability to think tactically and possess solid problem-solving skills.
  • Thorough knowledge of and experience in using the Systematic Approach to Training (SAT) or similar methodology for training design, development, and implementation.
  • Demonstrated ability to design, develop, and implement training programs.
  • Demonstrated recent and substantial experience as an instructor of formal classroom training.
  • Demonstrated ability to apply different training methods and document training cost-effectiveness. Ability to develop and conduct evaluations of internal training programs and commercial training resources, and provide follow-up analysis of training results.
  • Demonstrated effective oral, analytical, writing, and presentation skills. Demonstrated effective interpersonal skills to deal with a diversity of demands.
  • Ability to manage a variety of job specific projects, while maintaining appropriate levels of service in existing programs and meet the demands of a constantly changing environment.
  • Knowledge and skill working with database, spreadsheet, and presentation software. Must be a self-starter with the ability to maintain team cohesiveness.
  • Candidate must be able to cope with conflicting priorities, frequent interruptions, and multiple tasks during high stress operations.
  • Demonstrate leadership, command presence, strong interpersonal and communication skills. Ability to work in a rotating shift environment.

  • Additional experience in Emergency Management, knowledge of Department of Energy (DOE) Order 151.1D and the National Nuclear Security Administration Nevada Field Office Consolidated Emergency Management Plan desired.
  • Must be able to obtain a DOE “Q” Clearance.
  • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation. To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Annual salary range for this position is: $94,972.80 - $144,851.20.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
