The Planning and Development Services (PDS) Division is recruiting for a Principal Planner in the Transportation Planning team.

The Principal Planner is responsible for maintaining, updating and supporting implementation of the County's Transportation System Plan and coordinating extensively on transportation planning with regional partners including Metro, ODOT and the cities of Washington County. This position will have direct supervision of five or more professional planning staff members, be responsible for prioritizing and delegating work assignments, reviewing staff's work, and have budget oversight for the team of approximately 12 professionals. The transportation team is also responsible for demographic and economic data analysis, geographic information systems supporting the Planning and Development Services Division (and sometimes other Divisions and Departments), and the implementation of the Countywide Transportation Development Tax program.

The ideal candidate should have outstanding personal communication skills, both orally and in writing, be able to articulate complex issues and adapt their communication to interact with diverse stakeholders. Candidates should have extensive management and team building experience with the ability to establish and maintain cooperative working relationships with individuals, whether it is with members of the public, elected officials, staff from other jurisdictions/agencies, consultants, or coworkers, all from diverse groups and backgrounds. The ideal candidate will have knowledge of technical transportation planning tools including but not limited to travel demand modeling, Geographic Information Systems and demographic data analysis.

MINIMUM QUALIFICATIONS

Education and Experience:


  • Bachelor's degree in urban or regional planning, urban studies, geography, architecture, community development, economics, environmental studies or a related field. AND seven (7) years of increasingly responsible experience in land use planning and development, community design planning or regional transportation planning, city or community planning, or related areas, including at least two (2) years in a supervisory or management capacity. OR
  • Master's degree in urban or regional planning, urban studies, geography, architecture, community development, economics, environmental studies or a related field. AND five (5) years of increasingly responsible experience in land use planning and development, community design planning or regional, transportation planning, city or community planning, or related areas, including at least two (2) years in a supervisory or lead capacity.
ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS
  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record.
Preferred Certifications:
  • American Institute of Certified Planners Certification (AICP)

Selection Process
  • MQ Review: HR will screen applications for minimum qualifications after the posting closes the week of February 20, 2023.
  • SME Review: Applications for candidates that meet minimum qualifications will be forwarded to a panel of subject matter experts (SME) who will review and score responses to the supplemental questionnaire and cover letter. This process may take up to 2 weeks.
  • Panel Interview(s): Our goal is to schedule panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
  • Reference Checks: The hiring manager will conduct reference checks and discuss a start date.
  • Salary Analysis & Conditional Offer: Human Resources will conduct a salary analysis for the successful candidate(s) and extend a conditional offer of appointment.
    Post-Offer Checks: Human Resources will conduct any required backgrounds, and assessment exams (if position requires)
  • Start Date: A start date will be determined after all conditions of employment have been met.

Management, Administrative and Professional Personnel System (MAPPS) - FLSA exempt employees are paid on a salaried basis. The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee's standard work week or a work week in excess of 40 hours.

This position is not represented under a collective bargaining agreement.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment. Job share employees are responsible for 50% of the premium. Part-time regular, variable hour, and temporary positions are not eligible for medical, dental, and vision benefits.
