JOB SPECIFICS

The Procurement Specialist in the Fleet Division of Public Works is responsible for procurement and management of fleet inventory. This position will be responsible to communicate with vendors/suppliers, review invoices for compliance prior to payment, ensure all costs are captured in the fleet software, and overall inventory control.

DESIRABLE EXPERIENCE:


  • Experience with Inventory control
  • Paid work experience reviewing invoices and/or contracts for contractor compliance
  • Experience communicating to contractors/vendors when there are inconsistencies with what was ordered vs what was received
ANTICIPATED HIRING RATE: $53,892.80 - $63,284.00

HOURS / DAYS: 7:00 am - 3:30 pm / Monday - Friday. Work location and hours are subject to change based on business needs.

JOB SUMMARY

The Procurement Specialist is responsible for assisting in procurement with direct purchase and competitive solicitation related to a wide variety of supplies, equipment, materials, labor services, and professional and client services in accordance with federal regulations, state statutes, and county policies; metrics and reports; contractor onboarding and management; program administration; standards and specifications for procurement; and related duties as assigned.

The Procurement Specialist job requires the ability to follow established procedures to process transactions with more independence and responsibility in carrying out their assignments compared to the Procurement Specialist classification. The work differs from the Procurement Specialist, Senior classification in that this class has duties of medium complexity and variety in the area of assignment.

EMPLOYMENT CRITERIA

MINIMUM QUALIFICATIONS:
Bachelor's Degree in business, public administration, business law or related field and one (1) year of experience in procurement;
OR
Associate degree in business, public administration, business law or related field and two (2) years of experience in procurement;
OR
a combination of education and experience to equal 4 years
OR
Certification in public procurement (CPPB, CPPO, NIGP-CPP) and two (2) years of experience in procurement.

Preferred experience: Work experience related to governmental procurement with state and federal funding is desirable.

DUTIES & RESPONSIBILITIES

  • Comply with and communicate procurement federal regulations, state statutes, county policies and procedures.
  • Recommend changes and/or improvements to procurement policies and procedures, templates and forms, solicitations, and contract language.
  • Coordinates phases of direct purchase and/or competitive solicitation for departments including request for quotes/proposals/bids.
  • Coordinates phases of contract preparation and administration as deemed necessary.
  • Review and communicate procurements for risk.
  • Provide contractor onboarding, verification, and account set-up.
  • Communicate problem resolution between departments and contractors related to performance issues, warranty, pricing, quality, non-compliance with contract requirements, or any other solicitation or contract related issue.
  • May serve as department's liaison to the Attorney's Office for legal review of procurements.
  • Prepare reports to communicate status of procurements to project managers and department management staff.
  • Monitor and evaluate procurements for terms, expenditures, and deliverables.
  • Knowledge of all available cooperative procurement resources.
  • Maintain official procurement files which are subject to audits and public data practices requests; assist in answering questions from auditors related to procurements for which they are responsible.
  • Assist in implementation and provide recommendations for configuration and functionality used in the county's financial system.
  • Assist in the administration of the county's Procurement Card program and accounts.
  • Assist in the disaster relief Continuity of Operations Plan (COOP) when necessary and manage emergency procurement requirements.
  • Maintain training materials and train staff.
  • Performs other duties assigned.

WORK ENVIRONMENT

Work is mostly sedentary in nature. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to, computer, calculator, telephone, copier, scanner, and fax machine. Occasional to frequent lifting, pushing/pulling of up to 40 lbs in the performance of duties. Occasionally specialized equipment used may include but is not limited to pallet jack, push/pull cards, and forklift. Work interruptions are frequent. There is some pressure associated with project or activity deadlines and details. Driving or riding to attend meetings may be required. Individuals operating a motor vehicle for County business must possess a valid driver's license.
