Job Description
Performs program review and analysis for Product Manager (PdM), Multi-Mission Surveillance Systems (M2S2) weapon systems. Primarily serve as an analyst to management on the evaluation of the program's effectiveness and operations regarding its productivity and efficiency. Requires an understanding of government budgetary and financial management principles and techniques as they relate to near term and long-range planning of the program and objectives. Analyzes project milestones and budgets. Activities include leading or participating in special projects, acquisition reporting to higher authority, routine and special project office reporting, preparation of high-level documents and reports, milestone documentation oversight and tracking. Reviews individual project progress, measuring performance and recommends corrective actions to maintain agreed upon schedule and cost and overall program accomplishments. Monitors individual project objectives, milestones, and budgets within the overall program objectives. Requires skill in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports. Prepares correspondence relevant to projects/programs.
Duties, Responsibilities and Skills:
- Communicate clearly and effectively with the PdM M2S2 Product Office Leadership and external stakeholders as directed and required.
- Provide advice, guidance, policy, and assistance to PdM M2S2 Leadership concerning the AN/TPQ-50, AN/TPQ-53, and/or Foreign Military Sales (FMS) Programs.
- Collect, complete, organize, and interpret programmatic, technical, and financial data related to Product Team.
- Assist with the analysis and development of Program Objective Memorandum submissions for Product Team.
- Assist with the analysis and development of Product Team P&R Forms, quad charts, deep dive slides, and program management review briefings.
- Prepares daily, monthly, and yearly obligations and disbursements plans and reviews.
- Knowledge of Depart of Defense (DoD) Planning, Programming, Budget, and Execution (PPBE) funding process, budget forecasting, and program office estimate development.
- Assist with the analysis and development of Product Team Smart Charts to Support Department of Army Service Coordinator Congressional reviews.
- Ability to establish and maintain excellent relationships with stakeholders at all levels of an organization.
QUALIFICATIONS:
- Bachelor's degree in Business or Accounting and 3 years of experience is preferred.
- Seven years of related experience can be substituted for a bachelor's degree.
- A Project Management certification is desired.
- Must be proficient in the use of Microsoft Office Suite products and in particular EXCEL spreadsheets.
- Previous experience in Army Acquisition program office experience or other service acquisition program office support is preferred.
- Experience in C5ISR systems Acquisition program office is desired.
- Experience with the Program Management Resource Tool (PMRT), and the General Fund Enterprise Business System (GFEBS) applications is preferred.
Clearance:
- Possess an active SECRET security clearance.
- Must be a US Citizen.
