Program Manager, Must Have Electric Utilities Experience

LaFata Contract Services (LCS), an Anser Advisory Company, has been providing Project and Construction Management support in the electric and gas utility industries. Our Program, Project, and Construction Managers, Engineers, and Utility Support Personnel provide oversight, work activity coordination, and technical support to deliver utility projects in Delaware, Illinois, Maryland, New Jersey, Pennsylvania, and Washington, DC.

Summary: The Program Manager is responsible for coordinating and integrating activities across multiple functional lines. Ensure projects are completed on time and within budget while making sure the engineering, procurement and construction milestones of a project are met.

Primary Responsibilities:

  • Manages stakeholders and multiple project teams.
  • Acts as a coach and mentor.
  • Coaches, develops, and manages other Project Managers for associated complex projects.
  • Manage finances, cost engineering, scheduling, environmental considerations, regulatory agency requirements, labor problems, public and client relations, employee relations and changing laws.
  • Interface with external and internal stakeholders to coordinate project requirements.
  • Provide project status updates to the Program Manager and the customer’s manager of project management.
  • Identify and obtain project team resources.
  • Responsible and accountable for overall project performance including, scope, quality, schedule, innovation for the most complex and high-risk projects.
  • Serve as the primary communicator with the sponsor and key stakeholders on project issues.
  • Review contractor’s invoices for accuracy and completeness
  • Lead regularly scheduled, detailed project presentations.
  • Ensure a good working relationship between the project manager, line managers, and those employees assigned to the project.
  • Ensure project costs are managed, including development of recovery plan to stay within budget limits.
  • Ensure project team members understand their respective responsibilities.
  • Coach and lead team members to ensure that they can complete task plans, spending plans, and communication plans.
  • As LCS’s Single Point of Contact maintain communication with Exelon Principal Project Manager and other key stakeholders
  • Manage the overall program scope, cost, resources, and schedule.
  • Ensure proper staffing to manage the portfolio of projects which includes the responsibilities for hiring/terminating resources, establishing core working hours and managing the day-to-day work activities.
  • Determine and communicate individual responsibilities and accountabilities for project team members.
  • Ensure timely submission of program deliverables.
  • Serve as subject matter expert, provide leadership and direction to project leadership (as need arises)

Qualifications:

Education:

  • Must possess a bachelor’s degree from an accredit university.

Experience:

  • Must have PMP.
  • Minimum of 15 years’ experience in electrical utilities project management
  • Pepco/Exelon Experience preferred.
  • Must have knowledge and experience in transmission and substation systems, underground and overhead electric distribution systems.
  • Must be able to coordinate work scope with multiple work groups or contractors.
  • Proficient users of Microsoft Office
  • Knowledge of OSHA safety policies
  • Knowledge of project management concepts and principles
  • Experience administering large dollar projects is required.
  • Previous supervisory experience is required.

  • Ability to interact with all levels of management and staff.
  • Able to demonstrate business and financial acumen and communicate effectively across multiple levels, both internally and externally

Physical Requirements:

  • Must have a valid driver’s license and a driving record that meets LCS Requirements
  • Employees must complete a background investigation and successfully complete drug screenings.
