Responsibilities:
Key Responsibilities
  • Identify and secure funding for new programs (e.g., Strategic Partnership Projects, DOE/Cash Order/ Inter-Entity Work Order customers) with the potential to bring in $100M or more over multiple years (may be less based on complexity of scope, unique customer set, or visibility of program).
  • Work closely with MSTS executing organization program and project managers in the direction of all phases of programs for multiple customers (e.g., Department of Defense, Intelligence Community, etc.) from inception through completion.
  • Responsible for customer/sponsor engagement in all phases of programs to ensure program cost, schedule and technical performance are understood, communicated to the executing organizations in Statements of Work and other Task documents, and properly tracked using approved MSTS program/project management tools.
  • Implement planned mission growth initiatives and bring new insight to opportunities outside of traditional work scope.
  • Evaluate impact of relevant emerging trends and key strategic activities.
  • Recognize and initiate partnering at a customer/sponsor level as well as with others in the National Security mission space with an emphasis on evolving programs in advanced technologies including cyber initiatives.
  • Maintain working knowledge of export regulations, and other critical sales roles.
  • Create, compose, and implement external teaming alliances.
  • Develop, plan, and execute against assigned growth targets. Forecast two to three years ahead and develop growth strategies to meet emerging requirements.
  • Implement key enterprise development strategies for long-term growth.
  • Identify industry and government trends before they are widely understood.
  • Develop and approve action plans to meet emerging needs.
  • Work with senior management levels to define key business initiative and strategies.
  • Maintain compliance with business capture process and reporting tools.
  • Function as knowledge expert on business development processes and procedures, phase gates.
  • Develop budgets and associated financial impacts for all pursuits.
  • Function as face-to-face customer interface and provide needs identification with Flag and General Officers, military department staff, civilian leadership, and other non-federal executive client relationships to include corporate officer levels.
  • Understand and address underlying customer needs beyond those initially expressed Use program development and negotiation skills with customers.
  • Mentor and coach others within the organization and NNSS sites on business development activities.
  • Perform other duties as assigned.
Qualifications:
  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience (Program Manager II).
  • Master's degree preferred.
  • Demonstrated knowledge of targeted customers within National/Global Security mission space with an emphasis on Department of Defense and Intelligence Community cybersecurity missions.
  • Successful mission development experience with demonstrated record of accomplishments. Extensive knowledge in customer/stakeholder development, value proposition analysis, contracting experience, policy, and regulatory requirements
  • Strategic and tactical business development planning skills.
  • Track record of growth target achievement and experience carrying large book of business. Recognized by senior leadership as a subject matter expert within a mission space or technology area.
  • Ability to establish strong team relationships in a matrix organization.
  • Experience in proposal, negotiation, and contract development and with customer relationship management (CRM) tools/processes.
  • Strong written and verbal communication skills.
  • Proven ability to deal tactfully and confidentially with customers and internal management at all organizational levels.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule for this position will be 4/10, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance
(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $144,560.00 - $231,296.00.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
