SUMMARY OF RESPONSIBILITIES

Under general direction of the Director of Capital Development and Planning, performs professional planning and program work for the Napa Valley Transportation Authority (NVTA); administers the development and implementation of transportation analyses, projects, and studies and serves as a project manager on individual projects and programs; establishes and/or administers agreements, contracts, plans and projects that have a strategic impact on transportation planning efforts; coordinates with federal, state, regional and local agencies to identify project opportunities and facilitate implementation; provides staff support to various NVTA, regional and/or local boards, councils, commissions and committees; and performs related duties.

The NVTA is a joint powers organization consisting of the County of Napa, the cities of American Canyon, Napa, St. Helena, Calistoga, and the Town of Yountville that are jointly engaged in the coordination of transportation planning, programs and systems.

Qualified persons with entry level experience may start in the Assistant Planner classification as distinguished from Associate Planner classification. An Associate Planner would have more complex assignments and work with more independence to plan and administer routine projects. This recruitment is to fulfill one vacancy.

Assistant $ $75,360 - $94,296
Associate $87,132 - $111,348
FLSA Exempt: Non-Exempt
Benefits: CalPERS Retirement 2% @ 60 for current members of CalPERS from another agency (or reciprocal agency) or 2% @ 62 for new members. Individual employee participation is mandatory. NVTA does not participate in Social Security. 457 Deferred Compensation Plan (Employer contributes up to a $1,000 annual match)

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to, the following:

1. Acts as administrative analyst for Measure T (countywide half cent sales tax for transportation) projects and other special projects as assigned.

2. Collaborates and corresponds with jurisdictions to compile and organize Measure T project data.

3. Performs Quality Control (QC) and reviews various Measure T submittals such as the five-year project lists, semi-annual progress reports, maintenance of effort certification, and compliance with the Measure T ordinance requirements.

4. Works with finance staff and Measure T auditors in compiling data for various Measure T financial, compliance and performance audits.

5. Responsible for creating the Measure T biennial report, fact sheets, committee reports, press releases

6. Maintains the Measure T page on the NVTA website

7. Conducts Measure T field reviews

8. Support the Executive Director’s engagement with the ITOC and NVTA-TA by assisting with material preparation and meeting packets.

9. Works with member cities, the County, as well as federal, state, regional and local agencies, to help coordinate the development and delivery of transportation-related projects/programs; initiates calls for projects; receives and processes proposals; evaluates project goals and objectives for consistency with funding requirements; facilitates and coordinates proposal selection processes; tracks project status and evaluates success in meeting goals.

10. Ensures that assigned programs/projects comply with federal, state, and/or regional requirements for grant funding, timing, programming, planning, consultant selection, and other tasks.

Other Related Duties Include:

11. Analyzes reports, studies, grants, contracts and proposals; makes recommendations for project/program approval or implementation.

12. Works with NVTA’s Engineer, Transit Manager or Project Managers as administrative support for various projects, programs and plans.

13. Compiles transit data and performs analysis on various key performance indicators (KPIs).

14. Prepares planning-related information for the education of policy makers, staff and general public;interprets and explains planning objectives, policies and procedures to community organizations, governmental agencies, staff, and the public; assists in proactively maintaining effective communications among the member agencies; responds to individual member requests.

15. Represents the NVTA to its member agencies and other organizations, groups, or individuals on various matters and issues as assigned; serves as a liaison to various boards, councils, commissions, and/or committees as assigned.

16. Reviews and analyzes legislation and advises on potential impact to assigned functions.

17. Conduct surveys and perform research and statistical analyses on transit operational problems, and/or transportation projects and programs;

18. Performs related duties as assigned.

QUALIFICATIONS GUIDELINES

To qualify for this position, an individual may possess a combination of experience, and/or education, and/or training that would likely produce the knowledge and abilities required to perform the work. A desirable combination of qualifications is described as follows:

Education: Equivalent to a bachelor’s degree from an accredited four year college or university with major coursework in transit, transportation planning, business, finance or public administration, or a closely related field.

Experience: Preferred but not required, one year of analyst, funding or planning experience in a public agency setting. Entry level position considered for Assistant level.

DESIRED KNOWLEDGE AND ABILITIES

Knowledge of:

· Basic principles and practices of transportation planning, analysis and development.

· Basic understanding of government methods and public administration, including administrative planning, financial and budgetary analysis, budget preparation and control, problem analysis, and program evaluation.

· Techniques for collaborating successfully in a government setting.

· Understanding of government public agencies, including the role of an elected Board and public committee structures.

· Knowledge of Microsoft Office Suite with skills in Excel are required.

· Fluency in Spanish or Tagalog (Filipino) is highly desirable but not required.

Ability to:

· Perform a variety of transportation planning and analysis duties.

· Facilitate local government processes and programs with regard to transportation planning.

· Manage and administer transportation projects from inception to completion.

· Prepare project budgets and funding proposals.

· Negotiate, administer, and recommend the approval of contracts; evaluate the effectiveness of contract services provided.

· Make presentations before governing boards and other public and private groups as requested.

· Analyze situations accurately and take effective action.

· Organize own work, coordinating multiple work programs/projects and meeting critical deadlines.

· Communicate effectively both orally and in writing.

· Read, interpret and apply complex technical material.

· Prepare and present clear and concise correspondence, technical reports and recommendations; collect, organize and maintain records.

· Establish and maintain cooperative working relationships with staff, other departments and agencies, the private sector, and the public.

· Operate a personal computer with word processing, spreadsheet, and database programs.
