This is an exciting opportunity to join an established company that works with Federal contractors and has positions open throughout the country. APSI is currently seeking a Project Manager to be part of an Owner's agent (CMa) team in support of a Program for the Social Security Administration (SSA) on multiple Projects of varying value at the SSA Direct Operations Center in Wilkes Barre, PA. These projects may involve several different procurement approaches, such as traditional design-bid-build or design-build. The CM team will coordinate with GSA, SSA, Architect/Engineers, contractors and stakeholders. This is a Full-time position starting in September of 2023 for approximately 1 base year and 4 option years.

The General Services Administration (GSA) and Social Security Administration (SSA) have a
continuous program of projects at the Direct Operations Center that are in various stages
including, conceptual planning, programming, study, design, procurement, construction,
commissioning and post construction. The construction manager (CM) shall support and manage the program of repair & alteration projects which are continually occurring at the buildings. These projects may involve several different procurement approaches, such as traditional design-bid-build or design-build.

The CMa acts as the projects primary Construction Manager and will provide sound and proactive management advice to GSA to ensure the project is run safely and all GSA standards are met. The CMa will function as a collaborative member of the combined project team and shall provide guidance and expertise throughout the design and construction phases. The CMa shall have full understanding of the project contract documents, GSA and end user goals and requirements as validated by the CO. The CMa shall effectively monitor, assess, coordinate, and provide oversight of the design and construction work on the behalf of GSA.

Daily Responsibilities:

  • Maintain excellent relationships with clients, building occupants, and the contractor or Design/Build team
  • Manage and coordinate consultants and staff to provide a full range of construction management services during the Design, Construction and Closeout Phases of projects.
  • Manage project schedules from inception to close out
  • Review and approve of contractor monthly requisitions and invoices
  • Provide efficient change order management and cost control
  • Report on project issues and provide status updates
  • Manage more than one project simultaneously
  • Perform other duties as may be required.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • Minimum of Twenty (20) years of construction experience serving as a Construction Manager, Construction Management Representative, Owner's Representative. Experience in general construction and mechanical/electrical construction techniques.
  • BS in Construction Management, Engineering or Architecture or Business Management from an accredited university or college. Or in lieu of degree, must have 20 years of management experience in the construction management field.
  • Occupational Safety and Health Administration (OSHA) 10-hour construction safety training (to be completed prior to start)
  • Experience in the management of design and construction contracts, submittal reviews, schedule reviews, fire alarm/ sprinkler systems, mechanical/ electrical systems, civil / façade projects and space renovations.
  • Experience managing not only individual projects but a program of projects. Be able to provide references for at least two relevant large-scale multi phases construction projects
  • Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes.
  • Familiarity with the use of Project Management software programs.
  • Familiarity with Federal and local government office building projects, with procedural requirements, review requirements, and approval requirements.

Preferred Qualifications:

  • Experience managing staff and consultants to provide a full range of construction management services, including change management, scheduling, budget analysis, estimating, risk management, commissioning, and quality assurance (Safety, MEP, Structural, Life Safety, Fire Prevention)
  • Experience managing GSA projects and with federal policies and procedures
  • Certified or pursuing certification as a Construction Manager (CCM) by the Construction Manager Certification Institute (CMAA)
