The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

The Department of Community Health is seeking a non-IT Project Manager for the State Health Benefit Plan. The Project Manager will establish operating procedures, practices and guidelines and communicates them with program or department personnel. This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment based on the business needs of the organization.

Job Responsibilities

Under general supervision, responsible for all aspects of various projects of a moderately complex nature. Responsible for assembling project team, assigning individual responsibilities, identifying appropriate resources needed, and developing schedule to ensure timely completion of project. Communicates with Program Managers and other managerial staff as needed. Assign work of subordinate staff. Will manage large numbers of agency staff or have large scope of responsibility within agency. Makes recommendations to improve equipment, design, service, or production schedule. Organizes and executes activities and special projects. Prepares reports, and makes recommendations or determinations based on analysis. Promotes goals and objectives of the program in all forms of media. Provides program, administrative, and/or technical assistance and interpretation Researches and resolves detailed issues/questions and prepares documents. Serves on development teams, proposes drafts, and/or reviews current policies to recommend changes. Assists assigned agencies with information, resolving problems, and provide services.

Responsibilities:

  • Reports to the Program Manager of the Health Plan Management Unit for the State Health Benefit Plan (SHBP).
  • Plans and manages business development and project management activities for non-technical and technical programs or projects, including establishing, monitoring and controlling schedules and project budgets. Leading, delegating, training, and motivating subordinate staff.
  • Oversight and responsibility for Data Analysis & Reporting including data table and presentation development.
  • Assist with development of Quality initiatives including implementation of quality improvement projects. Ensures efficiency, effectiveness and accuracy of all functions using computer systems, management controls, and sound organizational structure.
  • Represents Department at Work groups or Committees as requested.
  • Supports Health Plan Management Unit and SHBP initiatives (e.g., SHBP educational and training programs and events; eligibility vendor improvements; automation changes; Open Enrollment projects).
  • Supports management of day-to-day oversight of vendors’ performance (e.g., touch base calls, monitors vendor's performance on call center and other metrics) to ensure Director’s direction and strategies are executed in a timely and efficient manner.
  • Supports management of technical requests from external entities including State Agencies and specific I.T. vendors.
  • Coordinates with SHBP Unit managers to implement objectives identified and approved by Director.
  • Coordinates with SHBP Unit managers to establish, update, and maintain operating procedures and Plan Documents.
  • Reviews and validates vendor invoices including invoices and change controls related to assigned and specific projects and tasks.
  • Supports unit with tasks related to management of the SHBP website and communication related requests.

Minimum Qualifications

Bachelor's degree in a related area from an accredited college or university OR Two years of related experience.

Preferred Qualifications:

  • Advanced computer skills in Microsoft Outlook and proficiency in Windows-based applications such as Word, PowerPoint, Excel, and Access.
  • Advanced proficiency in Excel and Access with the ability to create advanced formulas, calculate and analyze data and provide reporting.
  • Proficient knowledge in Project Management Software and techniques and tools used to track tasks, create reporting, and manage project logistics.
  • Strong technical skills and specific multifamily project knowledge and success.
  • Calculation and creation of rate tables.
  • Other duties as assigned.
