Public Health Recycling Coordinator Job at Jackson County Health Department

Duties and Responsibilities

1. Understand public health impacts of recycling efforts and can effectively communicate such to community partners

2. Monitor compliance of recycling programs within the county, including evaluation of the effectiveness of various methods and techniques. Oversee the health department’s office recycling program and prepare reports on county recycling activities

3. Assist in planning and implementing new recycling programs and coordinates on-going recycling efforts.

4. Coordinate with IEPA and other agencies, and acts as a local contact for program information.

5. Assist the county and municipalities in obtaining grants and loans relating to solid waste and recycling.

6. Coordinate update of the Solid Waste Management Plan with assistance from the Jackson County Legislative and Public Safety Committee.

7. Develop and conduct educational programs to promote recycling; makes presentations and serves as a resource person in the preparation of educational materials relating to recycling, environmental and solid waste concerns or issues.

Collect, analyze, and interpret data and make reasoned recommendations.

9. Assist with the County’s Debris Management Plan.

10. Administer the Jackson County Waste Management Ordinance.

11. Prepare bids and contracts for recycling and solid waste programming.

12. Understand state laws, local ordinances, rules and regulations; offers guidance on waste management practices and principles; advises regarding improvements or corrections necessary to assure compliance with applicable laws, rules and regulations.

13. Assist with enforcement actions needed to ensure compliance with county and state ordinances and laws related to recycling and solid waste management.

14. Coordinate and participate in special events and collections related to recycling and solid waste management.

15. Identify and analyze barriers that affect program continuity, monitoring trends, developing and implementing strategies for continuous improvement. Make independent judgments and assist staff with programmatic issues.

16. Comprehend program planning and develop program methods and procedures.

17. Provide in-service training programs for professional staff members, local volunteers, and others.

18. Establish and further effective working relationships with a variety of community, governmental, and professional individuals and groups.

19. Participate in emergency response activities as assigned for both exercises and actual events.

20. Incorporate ethical standards of practice into all interactions, including the use of data and information

21. Handle conflict and confrontation in a firm, professional manner

22. Adhere to HIPAA privacy regulations and OSHA safety standards

23. Interact with diverse populations effectively and professionally, regardless of age, cultural, socioeconomic, educational, racial or ethnic background, sexual orientation, lifestyle and physical ability. And respect the cultural, language and religious practices of others.

24. Assume responsibility for own professional growth and development by pursuing continuing education, participating in professional committees and work groups and contributing to a work environment where continual improvements in practice are pursued.

25. Perform other duties as assigned.

Qualifications:

Education and Experience -

Requires a Bachelor’s degree (from an accredited college or university)

Technical –

o Requires proficiency in use of word processing, desktop publishing and spreadsheet software (Microsoft Office systems preferred). Good knowledge of portable document formats a plus. Demands competency maneuvering internet and social media platforms.

o Requires travel by automobile on a regular basis. Valid driver’s license, proof of minimum insurance and vehicle required.

Physical –

o Must be able to move or carry up to 40 lbs.

o May require walking long distances on uneven surfaces and standing in slippery, muddy and/or remote areas.

o Work in varying climates outdoors at events.

Skills and Characteristics

  • Ability to use correct English usage and maintain good written communication skills. Ability to present ideas clearly and concisely, both orally and in writing.

o Strong ability to speak in public and develop informative data which educates general
public on environmental health issues. Meeting facilitation skills and ability to plan
and coordinate exercises.

Aptitude for communicating in a manner as to influence behavior and provide
educational instruction to others pertaining to health, social and educational issues.

  • Possess strong organization skills and close attention to detail. Must be able to manage multiple programs and establish priorities.
  • Knowledge of the psychological and sociological concepts governing individual and group behavior.
  • Demonstrated ability to present and conduct self professionally; a commitment to confidentiality; and a willingness to work as part of a team. Sound judgment, independent decision making, problem-solving and critical thinking skills are also a must.
  • Flexibility, strong interpersonal skills establish and further develop cooperative working relationships with community, governmental, subcontract agencies and other groups and work well with all levels of internal staff and external partners

Work Environment:

o Frequent interruptions and distraction with multiple concurrent tasks;

o Position requires evening, early morning, or weekend work for special program events or inspections;

o This position involves working in an outdoor environment where climate conditions may be extreme;

o Position requires both off-site field work and office work.

Specialized Training Requirements (post-hire):

o Incident Command IS 100 and 700

o Debris Management training

o Misc. trainings required under employment law

Pay: $23.40 - $24.23 per hour
