General Definition and Conditions of Work
General Description
The Town of Carrboro is seeking a full-time professional with the energy, passion, and experience to support the work of conceptualizing, executing, and managing our organizational core values - race and equity. Driven by core values the work is guided by the National Effective Practice - visualize, normalize, organize, and operationalize - as defined by the Government Alliance for Race and Equity (GARE). This position will work independently as well as collaborates with interdepartmental teams and community organizations, groups, and individuals to foster race and social equity, community and workplace belonging and inclusion. This new position will report directly to the Chief Race and Equity Officer.
Physical Conditions of Work
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires vocal communication for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. The work is typically performed in an office and may include meetings in the Carrboro community. Essential Functions

Become a trusted partner and race and social equity subject matter expert.
Work collaboratively with departments, interdepartmental teams, and Orange County jurisdictions on advancing race and social equity.
Assist with development of race and social equity best practices, innovative strategies, and tools to meet race and social equity goals.
Assist with evaluating existing and new policies to determine they aligned with stated goals and objectives and identifying benefits, disadvantages, and omissions in existing policy frameworks.
Reporting on findings and proposing new policies or amendments to existing policies.
Drafting new policies or amendments to policies and submitting proposals for review.
Documenting processes and disseminating information to stakeholders.
Conducts research for projects, reports, and community initiatives.
Establish partnerships with non-profit and community-based organizations and work with community groups and stakeholders on community initiatives.
Serves as a liaison to residents, committees, community groups and other governmental agencies.
Assist with race and social equity employee training, "Continuing the Conversation" opportunities, and other means to visualize, normalize, organize, and operationalize the importance of and best practices for race and social equity.
Maintain the Town"s race and social equity webpage content and social media.
Manages racial equity data and track progress.
Perform special projects as assigned by supervisor.
Completes administrative duties.
Specific duties may vary, and other duties may be assigned as needed.

Strong understanding of race and social equity strategies and how to integrate in the town governance process.
Knowledge of the political environment, staff roles and responsibilities and a grasp of internal and external factors impacting the organization.
An understanding of a Council-Manager form of government.
Working through different competing priorities and navigating external factors impacting the organization.
An understanding of how to uncover and document disparities, develop strategies to mitigate disparities and track progress.
Knowledge and understanding of GARE"s national network and principles.

Interact effectively with others to analyze situations, pinpoint problems, and assist with solving problems or identifying sources of obstacles with internal and external stakeholders.
Strong problem-solving skills to help effectuate transformational change.
Create, evaluate, and track data analysis and ability to create action-oriented plans and reports.
Create social media content creation and use of Canva.
Develop and maintain effective working relationships with managers, employees, community members and other stakeholders.
Special Requirements
This position requires an understanding of race and social equity and the ability to integrate race and social equity in town governance. Applicants much have strong facilitation and organizational skills and the ability to solve problems and communicate effectively. Education and Experience
Equivalent to graduation from an accredited four-year college or university with major coursework in public administration, public policy, social justice and policy, peace and conflict studies, ethnic studies, psychology, sociology, behavioral sciences, or related field. A minimum of three (3) years of initiating, delivering, and tracking racial equity and inclusion strategies within governmental agencies and communities preferred.
