There are 4 Regional Child Welfare Prevention Services Consultant positions under the direction of the FFPSA (Family First Prevention Services Act) Implementation Manager to collectively drive North Carolina’s implementation of the FFPSA, one of the most sweeping and complex pieces of federal child welfare reform legislation in decades. They will also be accountable for ensuring that the overall implementation effort is timely, fiscally sound, and aligned with the Department’s strategy vision for the child welfare program, as well as for ensuring that both internal and external stakeholders are actively engaged throughout the process.

The Regional Child Welfare Prevention Services Consultant positions will be regionally deployed and work directly with the county Departments of Social Services (DSS) in building a regional service network and referral processing for the implementation of comprehensive prevention system.

Job responsibilities include the following:


  • Ensuring that county DSS offices, courts, private agencies, and other key external stakeholders are engaged through the design and implementation of a comprehensive prevention system.
  • Monitoring, training, and providing or arranging technical assistance to the county child welfare program in the implementation and sustainability of a prevention system.
  • Responsible for providing technical assistance to the county department of social service staff in improving their program and directing the CQI process, on and off-site consultation, coaching, review of records, review of data related to performance measures and other metrics and building professional relationships to improve outcomes for children and families while remaining in compliance with federal regulations, North Carolina General Statutes, and Administrative Rules and policies.
  • Develop county specific referral processes to regional networks of community agencies that provide essential services for families and children that are served in the child welfare system.

  • 65032700 - Region 5: Edgecombe, Franklin, Granville, Greene, Halifax, Johnston, Nash, Northampton, Pitt, Vance, Wake, Warren, Wayne, and Wilson Counties
  • 65032701- Region 6: Bladen, Brunswick, Carteret, Columbus, Craven, Cumberland, Duplin, Jones, Lenoir, New Hanover, Onslow, Pamlico, Pender and Sampson Counties.
  • 65032702- Region 7: Beaufort, Bertie, Camden, Chowan, Currituck, Dare, Gates, Hertford, Hyde, Martin, Pasquotank, Perquimans, Tyrrell, and Washington Counties.

Knowledge, Skills and Abilities / Competencies

  • Experience in North Carolina child welfare program statutes, rules, policies, and best practices to provide guidance, consultation, and technical assistance to county child welfare staffs.
  • Experience developing and implementing human service programs.
  • Experience in change management and implementation theory in providing intensive technical assistance to create continuous quality improvement processes within county child welfare programs.
  • Experience in planning and facilitating group learning events for professionals.
  • Experience in building partnerships and relationships with state, local, university, and private sector stakeholders to develop and sustain systemic improvements in the child welfare system.
  • Experience in managing and providing leadership in a human services program.

Minimum Education and Experience Requirements

Master's degree in a discipline relative to the program from an appropriately accredited institution and three years of related experience:
Or
Bachelor's degree in a discipline relative to the program area from an appropriately accredited institution and five years of related experience;
Or
An equivalent combination of education and experience.
