The Opportunity:

Within the Urban Institute, the Center on Labor, Human Services and Population (LHP) conducts research that informs and evaluates policies and programs that affect the well-being of children, youth, families and individuals. LHP’s diverse group of policy researchers use a wide-ranging set of disciplinary and methodological expertise used to study the effects of programs, social policies, and the labor market on the well-being of families and individuals, with a special focus on understanding outcomes for vulnerable populations and historically underserved or disadvantaged groups.

The Center on Labor, Human Services, and Population is seeking a full-time research associate who will be responsible for helping manage and conduct research and technical assistance related to child care and early education policies and programs. Areas of study include child care quality, access, and consumer education; the child care subsidy system; Head Start and Early Head Start; and public prekindergarten. The position will also contribute to projects that examine disparities in access and disproportionate outcomes for historically disadvantaged groups along with systemic solutions. The ideal candidate will bring subject matter expertise in one or more of these areas and a solid track record of studying child care and early education programs.

What You’ll Do:

  • Lead analysis of quantitative data using statistical analysis software (e.g., Stata, R, SAS).
  • Develop and administer surveys and questionnaires (i.e., recruitment and data collection protocols and instruments).
  • Lead efforts to prepare materials and collect qualitative data through site visits and phone data collection.
  • Manage qualitative data analysis to draw out key themes using qualitative data software (NVivo, ATLAS.ti).
  • Help facilitate communities of practice and lead capacity building efforts in child care and early education research and practice.
  • Produce tables and graphics for published reports and presentations.
  • Co-author research reports, briefs, blogs, and presentations for external audiences.
  • Help manage overall project management and team performance including directly managing assistants and analysts; monitoring project progress, budget, and schedule; and implementing strategies to successfully complete project tasks
  • Contribute to the development of proposals, responses to solicitations and other meaningful business cultivation activities.

Who You Are:

The successful candidate will:

  • Possess a PhD now or by summer 2023 in human development, developmental psychology, family studies, public policy, social work, education, economics, sociology, or related social science field, or Master’s Degree in one of these fields with 3-5 years of relevant experience.
  • Demonstrate experience with early childhood systems, policy, and research, including disparities and disproportionate outcomes and associated systemic solutions for historically disadvantaged groups.
  • Lived experience working in child care and early education or agencies overseeing these programs is preferred but not required.
  • Demonstrate excellent quantitative research and/or qualitative research skills; experience with primary data collection is a plus.
  • Possess experience with Stata, R, NVivo, ATLAS.ti, and/or other quantitative or qualitative coding software. Experience analyzing the National Survey of Early Care and Education is a plus.
  • Bring experience with technical assistance or capacity building work and collaborating with government agencies, researchers, or child care and early education providers.
  • Demonstrate ability to think strategically about a research and policy agenda, interact with staff at all levels, work both independently and on team projects, and assist with project management agendas and business development efforts.
