Introduction

CTSI is pleased to offer a sign-on bonus for this position of $1500. The selected applicant shall receive one-half the incentive in the first paycheck and the second half after successful completion of 6 (six) consecutive months of employment provided the employee remains employed. The Sign-on Incentive is not part of the base salary calculation and is considered taxable income. The Sign-on Incentive is not included in retirement salary calculations. A full copy of the incentive policy is available upon request.

This person will coordinate all services involving tribal Home Visiting. Incumbent will be responsible for managing home visiting staff (Family Support Specialists), assist in data generation, prepare reports, and provide client advocacy in accordance with defined goals and objectives. This position is the primary back-up for the Self Sufficiency Program Manager and may be responsible for eligibility determination, reports, budget input, and database management for the 477-Self Sufficiency Program.

Requirements

Bachelor’s degree in Social or Human Services, and one year supervisory experience, – OR – an equivalent combination of education and/or experience. To qualify, the supervisory experience must have been over a team that was responsible for implementing family based curriculum and/or case management. Certification as a facilitator for the Family Spirit Curriculum is required within one year of hire. Knowledge of: Leadership skills and employee development. Microsoft word processing, database and spreadsheet applications. Interpretation of Federal, State and Tribal laws, regulations and policies. Correct punctuation, capitalization, spelling and grammar. Case management practices utilizing a strength based approach. Ability to: Work in a team environment and establish positive relationships with tribal members and members of the community at large. Plan and schedule work activities and perform duties with minimal supervision. Communicate effectively both orally and in writing. Work effectively and cooperatively with staff, public, other departments and entities. Establish and maintain professional boundaries. Maintain filing, record keeping and program/project tracking systems. Operate modern office equipment. Read, understand, apply, and explain Tribal/department policies, procedures and 477 Regulations. Work under pressure with the flexibility to multi-task. Plan and coordinate large events with the assistance of program staff. Other: Travel throughout the eleven-county tribal service area and stay overnight occasionally in outlying communities. Must be able to work independently and use ethical judgment in making decisions.

Must possess a valid Oregon State driver’s license, insurance and be eligible to drive a GSA vehicle.

Duties:


After the six-month probation the employee will be evaluated of his/her performance and at that time, it will be, decided if the employee is entitled to a regular employee status.

Coordinate the day-to-day activities necessary to carry out the goals of Home Visiting services. Manage a Home Visiting caseload as determined by the Director. This may include eligibility determination, case plan development, recertification, processing support services, and data entry. Provide leadership to the Home Visiting and 477 team, including direct supervision of the Family Support Specialists. Review and approve client eligibility, check requests, purchase orders and supply orders as determined by the Director. Coordinate community meetings, focus groups, and interest groups. Responsible for the successful implementation and ongoing administration of the current database system and reporting required for program management and quality improvement; including all required staff training. Prepare and submit the Federal Temporary Assistance for Needy Families Work Participation Report. Work in team environment, participating in project related tasks as needed to ensure that data entry and data checking are completed in a timely and accurate way. Assist in providing training to staff on compliance, client eligibility, data software and other program requirements as needed. Assist in grant writing when requested by the Director. Plan and coordinate annual client “Increasing Your Success” Conference. Maintain a list of goals and accomplishments for reporting purposes. Ensure that minutes of team meetings and community meetings are maintained, transcribed and distributed. Provide outreach services to the community and community based providers through program service descriptions and presentations. Establish, coordinate, and maintain a collaborative working relationship with participating individuals and families, Tribal staff, general public, community resources, educational facilities, employers, and other agencies. Advocate for clients as needed. Process travel requests and expenditures for team members as needed. Complete timely and accurate data reporting. Gather, compile, and analyze data year round to identify questionable program issues, make recommendations for corrective action. Assist Manager to identify and establish benchmarks and indicators that could demonstrate whether families served show improvement in outcomes. Work under the guidelines and constraints of applicable Federal and tribal laws, Siletz Tribal Operations manuals, and other departmental programs and standards. Perform other duties as assigned.
