Directs delivery of programs in accordance with the organization’s mission, core values, goals and objectives. Provides overall management of staff, developing/monitoring the program budget, developing/ implementing policies and procedures, participating in obtaining funds/grants, collaborates/integrates programs with others inside/outside the organization. The above efforts will not only work to consistently improve program quality but to also ensure that program activities comply with grants/contracts. Acts as liaison with government agencies, the community and the public relative to funding, contracts, and delivery of services. Participates as a member of the senior management team in the development and implementation of organization-wide policies and programs that will contribute to its overall success. This position reports to the Chief Executive Officer.

1. Lead the ongoing educational design, planning, delivery and assessment of all programs, consistent with the organization’s mission and core values.
a. Under the direction of the CEO, develop and implement an Annual Program Department Plan that includes organization-wide and program-specific Vision, Mission, Goals and Objectives.

2. Ensure compliance with all grant and contractual requirements

a. Manage continual dialogue and effective reporting with granting and contracting agencies;
b. Assure program policies and procedures are universally understood,
well-documented, and consistently practiced;
c. Ensure all program-related expenditures remain within the annual program service budget;
d. Prepare, distribute, and maintain records and reports, such as budgets, personnel records, and training materials, as well as client and program files.

3. Ensure effective hiring, training and supervisory practices of program staff to positively impact program quality

a. Oversee the recruitment of new staff, as needed;
b. Ensure adherence with Employee Handbook and Program Staff Handbook; c. Coordinate and conduct regular staff meetings on program needs and issues; d. Coordinate the development and use of training/coaching programs; e. Assure timely completion of performance appraisals and development plans; f. Identify and assist in building leaders within the organization through the establishment of succession planning, as needed.

4. Create opportunities for strategic partnerships and community collaborations that work to improve program quality

a. Identify and nurture cross-program development opportunities;
b. Identify academic achievement and youth service gaps and design effective, viable programming for youth and their families;
c. Identify community resources that enhance existing LEARN programs.

5. Use data to continuously improve program quality and operations a. Ensure all programs are evaluated for performance on a regular basis in accordance with program evaluation plans;

b. Assure that all required program-related reports are submitted in an accurate and timely manner (program performance and attendance);
c. Assist in strategic planning and guide the implementation of operations plans for programs and internal operations.

6. Support the CEO in the overall mission of the organization

a. Prepare quarterly reports for the CEO to inform the Board of program-related matters, as well as monthly program reports for all school districts.
b. Perform grant writing and research, as needed;
c. Develop, administer and monitor the implementation of organizational program policies and procedures for effective service delivery;
d. Participate in the development of the annual budget and the annual program plan of actions, timeline, and responsibility chart;
e. Assist with the planning and participation of fund-raising and public relations materials;
f. Provide support regarding the impact of legislative, regulatory, or judicial policies on the delivery of LEARN services. Represent LEARN in advocacy activities as requested.
g. Other duties, as assigned.

Education and Experience:

Master’s degree from a recognized college or university in the fields of Education, Psychology, Social Work or related field is required; Doctoral degree is highly desired. At least 10 years of progressive professional experience in the delivery of youth and family services in the field of education. Requires at least 5 years of progressively responsible management experience that
has direct responsibility for regulatory compliance, cross functionality of teams, and budget management.

  • Able to meet deadlines, work independently, take initiative, be flexible and demonstrate adaptability.
- Able to consistently demonstrate good judgment and decision-making skills; - Able to exercise confidentiality and discretion pertaining to the work environment; - Able to obtain CPR/First Aid certificates and required background and health clearances; - Able to travel locally; reliable personal transportation needed; current California driver license, auto insurance and acceptable driving record are required.

Language and Computer Skills:

- Able to effectively and professionally interact and communicate, verbally and in writing, with stakeholders from diverse cultural, socioeconomic, and disciplinary backgrounds. - Competence and comfort with multiple computer applications such as Microsoft Office, Adobe Acrobat, and web-based communication tools, such as e-mail and Internet. - Strong writing skills. Bilingual in Spanish and English, preferred.

Physical Skills and Abilities:

Requires the visual acuity to observe the activity of children and others. Must be able to lift and carry small loads (up to 25 lbs.) and stand for prolonged hours.
