The Opportunity:

Within the Urban Institute, the Center on Labor, Human Services and Population (LHP) conducts research that informs and evaluates policies and programs that affect the well-being of children, youth, families and individuals. LHP’s diverse group of policy researchers use a wide-ranging set of disciplinary and methodological expertise used to study the effects of programs, social policies, and the labor market on the well-being of families and individuals, with a special focus on understanding outcomes for vulnerable populations and historically underserved or disadvantaged groups.

The Center on Labor, Human Services, and Population is seeking a full-time senior fellow who will contribute to and expand Urban’s research on apprenticeship, workforce development, and labor market policies and practices.

The work will include managing large-scale, multi-year projects, including design, implementation, and studying the impact of apprenticeship and workforce programs and practices. For example, the senior fellow will lead and contribute to projects

  • supporting the expansion of registered apprenticeship;
  • providing technical assistance to apprenticeship stakeholders;
  • analyzing and evaluating apprenticeship programs, changing labor markets, and employer needs;
  • building occupational skills frameworks;
  • assessing how to best educate, train, and retain workers; and
  • documenting the obstacles workers encounter in gaining financial stability.

The ideal candidate will bring subject matter expertise and experience in providing technical assistance and studying apprenticeship programs and other workforce issues. This candidate will be expected to support ongoing work, contribute to business development to further build the center’s workforce and apprenticeship portfolio, and serve as project director or principal investigator for future studies. The senior fellow will work closely with a group of talented colleagues on the apprenticeship and workforce team and partner with other scholars across Urban.

What You’ll Do:

  • Conceptualize and develop new research projects and initiatives that are creative, address public policy needs and meet high standards of methodological rigor.
  • Direct new or ongoing projects and initiatives, including being responsible for research quality, finances, timeline, staffing and managing staff, and meeting funder goals.
  • Lead efforts to fundraise for new research and initiatives as well as support efforts of other staff.
  • Establish or continue relationships with relevant external stakeholders, including local, state, and federal policymakers, apprenticeship programs, business leaders, unions, media, academia, nonprofits, and advocates.
  • Lead and collaborate in reporting research findings, including written products, creative data presentation, briefings, and presentations at meetings and conferences.
  • Communicate effectively with multiple research teams, senior and early career staff members from diverse backgrounds, and external stakeholders.
  • Supervise and mentor other research staff, to help nurture talent and grow productive, motivated, and happy colleagues.

Who You Are:

The successful candidate will have:

  • The knowledge and skills usually associated with a PhD or master’s degree in public policy, economics, sociology, political science, or a related field.
  • 10 plus years of prior experience in related research areas.
  • Significant experience in conceptualizing and executing on policy- and practice-relevant research and technical assistance activities related to apprenticeship, workforce development, labor markets, and labor equity.
  • Deep methodological rigor, preferably including knowledge of innovative methods that could take advantage of Urban’s data science and research technology capacities.
  • Substantial experience directing large scale, federally funded research projects for the US Department of Labor, the US Department of Health and Human Services, or the US Department of Education.
  • Experience with private foundation/philanthropic grants.
  • A proven track record of developing, funding, and implementing relevant research projects or initiatives.
  • Active engagement in real time economic policy debates.
  • Lived experience and personal familiarity with apprenticeship, employment services, or the public workforce system is valued in addition to educational instruction or professional experience.
