Purpose

Reporting to the Project Execution Manager, and functionally to the Global Head of Construction. The Project Construction Manager (PCM) is fully accountable and responsible for the execution work scopes completed under the Company’s offshore site jurisdiction during Project Construction.


Based in Boston during the pre-construction phase and at the Marine Base / Construction office while construction activities are on-going, the Project Construction Manager (PCM) will lead the shore-based site team and oversee the successful coordination and delivery of the works for offshore construction activities, managing all operations optimally across facilities to deliver the project programme on time and budget.



The Project Construction Manager Role is a critical, highly specialised position requiring the individual to demonstrate the appropriate capability and clear competency to deliver both the project offshore construction activities works and to coordinate with the Commissioning team to facilitate the safe and efficient commissioning of the wind farm and grid assets. It is the Project Construction Manager who will develop the overall strategy for managing the offshore construction site and then ensure clear delivery of this strategy throughout the project lifecycle from concept through site setup to management of site works and finally to O&M handover.


The principal aim is to ensure a single point of contact is accountable within the project organisation tasked with the responsibility of facilitating delivery of the project construction programme on time and budget and maximising revenue generation during commissioning whilst ensuring the highest standards of Health, Safety, Environmental, Marine and Quality performance are maintained and adherence to company requirements, consent requirements and other relevant statutory requirements is achieved.

Responsibilities

The Project Construction Manager has overall control of all construction activities taking place on an Iberdrola offshore project site. The position reports to the Project Execution Manager and is appointed by the Head of Offshore Construction.


From the early stages of the project, the Project Construction Manager is accountable and responsible for strategic planning, management and ultimately execution of: project Management, resource planning and management - Establish, lead, and maintain a suitably qualified, experience & competent team to deliver project construction scope, safety management, contract management, and cost management.


Main functions and activities during the pre-execution phase include:

  • Supporting the EPC Management in project delivery ensuing the execution strategy is matured acknowledging the governing departmental operating principles.
  • Development of and review of Employer's Conditions of Contract and development of associated budgets
  • Providing leadership across all offshore disciplines with the aim of:
    • guiding and managing operations
    • being accountable for the readiness of disciplines prior to BoP dispatch to infield site
    • driving down risks (Health, Safety, Environmental, Quality, Permitting – Time & Money) associated with onshore and offshore operation in execution/construction.
  • Ensuring all technical and commercial requirements related to all aspects of the onshore and offshore execution are scoped within the tender materials, leading detailed negotiations and coordinating with the relevant package team
  • Ensuring health and safety considerations are prioritised, leading wind farm operating processes and assuming overall accountability for managing technical interfaces between the relevant project packages
  • Establishing and managing health and safety standards to offshore wind industry best practice and overseeing effective implementation of health & safety plans for all aspects related to onshore and offshore operations
  • Establishing and managing environmental standards to meet the environmental impact assessment and permitting requirements and following industry best practice
  • Interfacing with the fabrication and T&I package managers, and relevant transversal functions to assess and ensure ready the overall delivery for execution.
  • Development of Construction Phase execution plan, recognising contingencies as appropriate in the supply, commissioning & maintenance schedule requirements.
  • Maturation of vessel deployment strategy and completion of appropriate marine assurance to confirm operational compatibility and performance.
  • Definition of all procedures, strategies and methodologies that will govern offshore construction and site operations during the execution phase, including site management, commissioning procedures, the construction interfaces, etc.

Responsibilities Cont.

During the execution phase tasks shall include:

  • Providing principal project management capability from the outset accountable for execution and forward planning of O&M activities for all aspects related to offshore construction.
  • Directing the appointment and readiness of the site team and service capability onshore from which to co-ordinate and co-operate with package management to execute the offshore construction marine operations safely, effectively and consistently.
  • Setting and maintaining (in close collaboration with HSQ Department) a safe system of work during offshore operations with attention to conducting regular inspections, audits, emergency response drills and disaster planning to ensure the site teams are fully prepared for unforeseen events.
  • Direct the site management to coordinate site representatives and project management team to effectively resolve construction coordination issues at the shore base and offshore sites.
  • Responsible for the welfare, office, port area, marine coordination and induction and onboarding capabilities of the offshore construction sites. Ensure all personnel getting access to the sites are onboarded, inducted, competent and ready to undertake work requests.
  • Consolidation and programme prioritisation for execution of daily orders, and look ahead from Suppliers, T&I Construction and Site services.
  • Co-ordinate work effort between package managers to identify, escalate and resolve potential issues before they cause interface/ operational delay.

Skills and Requirements

  • Degree educated in a relevant subject, preferably chartered with an engineering institute and a recognized project management qualification.
  • A minimum of ten years’ experience with an EPCI Contractor, energy developer, utility, engineering consultancy or related Offshore Engineering role for offshore construction projects, with significant exposure to offshore wind construction
  • Evident leadership and team management experience of large, complex infrastructure projects, preferably from a strong matrix organisation, and you have business insights and understand the key drivers and levers that influence business performance
  • Past successful experience operating as Deputy EPC Director or Package Manager and have hands-on experience with all phases of the construction of large CAPEX projects
  • Experience in the management of offshore construction sites and harbours.
  • Experience in the development and implementation of site rules and permitting processes is essential.
  • Proven experience and strong track record in project management of projects with equivalent risk and complexity.
