Our Building Division in the Community Development Department is seeking applicants for a Senior Permit Technician. Our Building Division continuously provides professional recommendations to our community on construction plans for compliance with the latest California Building Code, City ordinances, and state and federal laws. The Senior Permit Technician will work in collaboration with fellow team members in the Building Division including Permit Technicians, Building Inspectors, Plans Examiner, and Chief Building Official, as well as other City departments and divisions.

The Senior Permit Technician will provide education for the general public and construction professionals as it relates to new building regulations and methods and to provide responsive and efficient service to the public in a friendly manner. The Senior Permit Technician will also provide administrative/technical support for the Building Division including over the counter plan review. As a Senior Permit Technician, you will support and lead various process improvements including but not limited to application routing, plan checking, permit issuance, information sharing with contractors, developers, engineers, architects and/or the public, record keeping, reporting, and application referrals. You will also be the first resource for community members and contractors coming in to seek expert guidance on regulations and ask questions regarding the permitting process. Additional duties may include receptionist and admin tasks, typing, processing, recordkeeping, filing, reporting, and other related work/special projects as assigned.

We are looking for team players with strong communication and collaboration skills who excel at interpreting building/zoning regulations and working with a wide variety of customers. Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:

Possession of the equivalent to an Associate’s degree from an accredited college or university with major coursework in building construction, technical engineering, architecture, planning or another field of study applicable to the responsibilities and requirements of this job class.

Three (3) years of progressively responsible experience performing comparable journey level duties in a community development, building permitting or building inspection environment which requires interaction with individuals from diverse backgrounds. Experience providing indirect leadership is desired.

Experience working with EnerGov permitting software is highly desirable.

Special Requirements: Possession at time of hire and continued maintenance of a valid California Class C driver’s license is required. Possession of an International Code Council (ICC) Permit Technician Certification is required. Possession of an International Code Council (ICC) Residential Building Certification is desired.

This recruitment and examination is being conducted to fill one (1) full-time Senior Permit Technician vacancy and may be used to fill future similar full-time vacancies as they occur during the active status of the employment list. The active status of this employment list will be at least six (6) months unless abolished sooner or extended beyond that date in accordance with the Civil Service Rules. The City of Napa utilizes a Civil Service Selection System founded on merit. The promulgated eligibility list for this recruitment will be at least six months, unless extended or abolished sooner.
What happens next?

Screening will include a review of minimum qualifications, application appraisal rating of education, training and experience and relevance of background qualifications related to the target job as well as supplemental questions if applicable.

  • Based on the City Charter, the final phase of the selection process is the Probationary Period, which in most cases is six (6) months, but may be twelve (12) months depending on your classification.
  • When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Human Resources Department.
