The Maryland National Capital Park & Planning Commission is an award winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks and park-school recreation areas throughout Montgomery and Prince George’s counties. Not only do we administer and maintain the park systems, but in Prince George’s county we are also responsible for developing the county’s public recreation programs.

Subsequently, the Department of Parks & Recreation has the overall responsibility for planning, supervising and coordinating all park/recreation facilities and services throughout Prince George’s County. The Facility Services Division (FSD) is the largest division within this department and is composed of six major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Heavy Equipment/Roads and Grounds, ADA, Aquatics and Sustainability) and the Administration section.

The mission of FSD is to provide professional, high quality maintenance and maintenance support services for all parks and recreation facilities and to support the diverse work programs of the Parks & Recreation department in Prince George’s County and its customers. The organization has added a range of new services to its current program offerings in addition to adding new positions to implement them. Examples of Important Duties

The Plumbing unit falls under the operational supervision of the Building & Structures (B&S) Section which provides preventive maintenance, routine/emergency repair, renovations and alterations to over 430 park buildings and structures. Plumbing’s mission is to maintain, repair, remodel and conduct new installations of sanitary plumbing systems for a variety of complex facilities within the Prince George’s County parks system.

Our Plumbing Supervisor is responsible for: providing technical and day-to-day leadership to a team of seven (7) professional plumbers and one (1) park maintenance worker II which include five (5) journeyman plumber/gasfitters and two (2) masters and eight (8) back flow certified technicians; providing logistical resources and project assignments to the teams; defining the unit’s goals/objectives, and interacting with senior management, external stakeholders (such as WSSC, the MD Dept. of Environment, the Prince George’s County Health Dept., the National Fire Protection Assoc. and the EPA) and other team members (trades professionals – i.e. Electrical, HVAC, Carpentry), as needed, to implement program activities.

Reporting directly to the Asst. Division Chief for B&S, our Plumbing Supervisor will: manage/coordinate the protection of our back flow potable water systems program, insuring that the devices are maintained properly and that our staff are appropriately trained/certified to repair/install these devices as needed; be responsible for maintaining our four (4) large well sites which are designated water sources to County residents; manage/coordinate our fire protection systems, including on-site fire hydrants for all of the parks/recreation buildings and structures within the County as well as managing the repair of the pool and hydronic systems for our County pool programs. The selected candidate will also be responsible for WSSC permitting on plumbing/gas fitting; entering data for permitting and back flow reports, full new structure specifications on ALL plumbing installations; permitted work completed by contractors within our facilities and documentation for water testing a four (4) high volume of well sites usage. As Team Lead, this individual will be able to effectively handle employee relations issues and learn the appropriate Commission personnel guidelines to effectively administer human resources policy, as needed. Additionally, this individual will be responsible for: training and instructing your staff on code compliance issues; providing valuable input to the budget based on cost projections, longevity and predictability cycles and projected material/labor needs; submitting weekly, on-going or occurrence related reports to the Asst. Division Chief or government agencies, as needed.

The ability to communicate effectively with senior managers, external agency representatives, County residents and staff is a must, along with the ability to train and instruct the Plumbing team members, as needed. Excellent supervisory skills are also required. This position requires a Master Plumber License with experience in residential and industrial plumbing systems (large scale water main systems)and this individual will also be knowledgeable regarding applicable code compliance regulations (as defined by the

Minimum Qualifications

• High School diploma or Certificate of General Educational Development (GED).
• Completion of approved apprentice program or four years of progressively responsible experience in a skilled trade.
• Six (6) years of progressively responsible experience including at least two (2) years’ experience leading a crew or crews of trade workers or administering trade projects (e.g. procurement of materials, work scheduling, processing staff evaluations), and two (2) years of supervisory/ management experience.
• An equivalent combination of education and experience may be substituted, which together total 10 years.
• Master license or certification (issued by appropriate local jurisdiction) in related trade as applicable.
• Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
• Pass Commission medical examination.
