VISTA Technology Services, Inc. (VISTA) is currently seeking a Ship Cost Estimator in Philadelphia, PA to support the concept, preliminary, and detail design of small to large research and development, testing, evaluation, in-service engineering and fleet support land-based test and engineering sites. A hybrid work environment with some required on-site meetings is authorized for this position.

Position Responsibilities
- Provide conceptual cost estimates or Rough Order of Magnitude (ROM) of the contractor-derived designs. Thoroughly research the factors affecting cost and leverage its historical knowledge of work similar in scope in regard to the system/equipment/facility designs it is being asked to support.
- Perform site visits, as required.
- Provide preliminary cost estimates for the fabrication -execution of the derived designs.
- Prepare a list of all necessary material to accomplish the build of the designs, identify long-lead material, estimate cost data, sourcing information for the identified materials, and customer with material procurement.
- Develop a comprehensive/detailed cost estimate for fabrication execution of the derived design(s).
- Ability to read and understand Request for Pricing/Request for Quote (RFP/RFQ) solicitation documents as necessary to interpret and convey requirements.
- Reads and effectively interprets all types of blueprints, drawings, sketches, and work specifications in line with common trade knowledge.
- Bachelor's degree
- Minimum 1 year of experience producing analysis of the estimated cost of production of the design products developed through the contracted design services.
