Snohomish County is seeking a Snohomish County Tomorrow Manager. This job posting is open until filled. The first set of application reviews and scoring will occur the week of March 1, 2023.

Teleworking Options:
The work associated with this position can, at present, be performed predominantly by teleworking, complemented with onsite work. Once staff are no longer encouraged to work remotely due to COVID, the position can be performed with a hybrid of remote work and office and field work as needed.

Snohomish County has implemented a pilot telework policy. It is anticipated there will be long-term hybrid telework options for many positions. For employees who prefer to work in the office full time, that option is also available.

Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Snohomish County has a robust collection of tools and resources to support working remotely.

Employees must reside in Washington state and within a reasonable distance to their Snohomish County worksite to respond to workplace reporting requirements.

Job Duties

BASIC FUNCTION
Plans, organizes, coordinates, and directs the activities of Snohomish County Tomorrow (SCT) Division, a public inter-jurisdictional forum consisting of representatives from the County and each of the cities and the Tulalip Tribes. Provides leadership and coordination between SCT and other state and regional entities, elected officials, and legislators

STATEMENT OF ESSENTIAL JOB DUTIES

  • Provides leadership on a regional level to SCT committees to foster active engagement and participation among the membership on key issues of importance; communicates effectively issues of importance to committee members; and provides advice and direction on policy creation, data collection, and report writing/compilation.
  • Educates members on complex information such as planning and growth management issues; bridges the gap between city staff and city elected officials.
  • Plans, organizes, coordinates, and directs the activities of the Snohomish County Tomorrow division which includes developing an annual work program in consultation with county staff and SCT committee chairs; establishing staffing and scheduling requirements to support the work program; and monitoring progress on goals.
  • Coordinates and staffs multi-jurisdictional committees which include managing the following aspects: schedules, agendas, meeting materials, presentations, discussions, action items, meeting minutes, website updates, public notice, member recruitment, and onboarding of new members.
  • Builds and maintains cooperative county, inter-jurisdictional and regional relationships with County Council, County Executive staff, leadership of other county departments, local elected officials, Puget Sound Regional Council, and state legislators.
  • Coordinates with individuals and regional groups noted above to monitor and understand regional and legislative issues and bring these issues to SCT; liaison and connect with various county initiatives related to Health & Human Services projects, housing, regional transportation, economic development, Public Works and Long Range Planning in order to create a united city-county effort and contribute to the success of the county’s advocacy and organizational success.
  • Supervises and directs the work of assigned staff; reviews and evaluates staff contribution and work performance; develops performance measures and standards; selects, hires, terminates, and disciplines employees, if any.
  • Promotes the mission and values of SCT and the county; fosters good public relations; represents SCT at public meetings or hearings before the county council, city councils, or other individuals or groups as needed; designs and implements public involvement and information processes; writes news releases; and coordinates activities and operations with other divisions and outside agencies.
  • Works with department budget staff to prepare annual SCT budget and is responsible for work performance within budgeted allocations; negotiates and writes contracts for consultants.
  • Plans major events for SCT which may include the Annual Assembly or other stakeholder and outreach events.

Minimum Qualifications

MINIMUM QUALIFICATIONS

A Bachelor's degree in business, planning, administration, or related field; AND, five (5) years of experience; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. Experience in local government administration, supporting boards or commissions, regional planning issues, growth management, and/or land use regulations is preferred. Additional degrees, certifications, recognition, awards, and licenses that demonstrate acquisition and application of the required knowledge, and abilities to be successful in this position, are desirable. Must pass all job-related tests.

SPECIAL REQUIREMENTS

A valid Washington State Driver's License is required for employment.

Must successfully pass background check.

  • prepare a variety of correspondence, reports and other written materials;
  • work as an integral and effective member of the PDS leadership team;
  • work under pressure in a fast-paced environment.

SUPERVISION

The employee reports directly to the Director of Planning and Development Services and is responsible for all operations and activities of a division. The work is performed with a high degree of independent judgment. The employee is responsible for the development of budgets, work plans, work performance and product/service delivery of the division. Performance is evaluated through conferences, periodic reports, and results obtained.

WORKING CONDITIONS

The majority of work performed is in the usual office environment with occasional field trips to locations throughout the county. The employee may be required to work evenings, weekends, and holidays.
