SUMMARY

The primary area of responsibility will be to coordinate athletic field scheduling and maintenance with park operations, create collaborative partnerships between Martin County Board of County Commissioners and various County leagues and organizations, assist in comprehensive year-round recreation programs and the daily operation of one or more recreation facilities. Responsibilities also include assuring objectives are achieved in assigned areas through the supervision of subordinates.

An employee in this classification performs a broad spectrum of duties, which includes, but not limited to: maintaining and administering numerous contracted athletic programs; scheduling all athletic facilities through facility use or rental contracts; extensive reporting and record maintenance activities; managing multiple recreation facilities; coordinating and/or scheduling of small and large scale sporting events and tournaments; and continual evaluation of the effectiveness and efficiency of all athletic programs within the County. This position functions with a high degree of latitude in independent judgment and decision making and the programs under charge are generally large scaled in terms of personnel, public participation, and budget criteria. Reports directly to the Recreation Administrator.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.


ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES

Coordinates, directs, and maintains the quality of multiple athletic programs and multiple recreation facilities.

Serve as a liaison with other recreation agencies, youth, adult, and senior sports providers, community and user groups, civic associations, businesses, parks and recreation organizations, and sponsors.

Coordinates adult, youth, and senior sports leagues with program partners; manages contracts and schedules; prepares and administers facility and athletic facility rental contracts.

Works closely with parks maintenance personnel and other divisions on schedules, use, grounds maintenance, and facility maintenance and repair.

Supervises staff in monitoring of athletic programs.

Works closely with area maintenance staff to coordinate scheduled recreation programming and maintenance and ensures facilities are in safe and good conditions and standards are met; conducts and directs staff to conduct inspections.

Plans, schedules and implements recreation services in the assigned areas.

Develops and provides input on policies and procedures for the area of sports and athletics and the Recreation Division.

Solicits funding through grants, private industry, and other potential sources of revenue.

Provides leadership by introducing new programs and facilities to the community.

Requisitions equipment, supplies, and contracted services as needed.

Hires and disciplines subordinates; conducts employee evaluations; evaluates and coordinates contracted vendors and subcontractors.

Coordinates and implements the annual senior games and other events as assigned and works with user groups to prepare and carry out these events.

Assists in the preparation of department annual budget estimates, prepares grant applications; participates in the preparation of comprehensive reports and maintenance of records involving operating achievements, costs, contracts, and facility use agreements.

Assists in bringing the Parks & Recreation Department programs of the County in line with the needs of the community (community programming, athletic programming).

Develops interest in recreational activities within the area through contacts and serves as the liaison with interested groups and individuals.

Pursues contracted user groups and promotes the use of facilities as assigned.

Participates in county-wide meetings to plan and recommend comprehensive recreation and athletic programs.

Provides excellent customer service when interacting with user groups, members of the public, participants, and other staff.
Prepare statistical and narrative reports on athletic programs for Recreation Administrator (i.e., attendance figures, park regulations and athletic opportunities).

Effectively meets program goals and objectives set by the Division and Department.

Prepares and trains personnel and supervises the work of part-time staff and volunteers.

Periodically attend league board meetings and other public meetings as the representative from the Parks and Recreation Department.

Responsible for inventory control of equipment and materials allocated in the area.

May require workings nights, weekends and some holiday work.

Performs work related to this job description as required.

Knowledge of the current industry standards and best practices as well as trends and objectives of athletics and recreational programming.

Ability to schedule, program and deliver quality athletic and recreational programs and services.

Ability to establish and maintain budgets, grants, records; prepare and present professional reports and communicate effectively.

Ability to establish and maintain effective working relationships with supervisors, subordinates, sports providers, vendors, sponsors and community groups.

Ability to maintain composure and solve issues and problems quickly and calmly.

Ability to communicate effectively with persons of varying ages and abilities, both orally and in writing.

Ability to effectively work with and to secure the confidence and cooperation of participants, sports providers, community organizations, user groups, the general public and other parks and recreation employees.

Ability to interact courteously and effectively with members of the public.

Ability to contribute effectively to the accomplishment of team or work unit goals, objectives, and activities.

Ability to work at night and on weekends due to coordination of evenings sports activities and recreational programs, facility rentals, and special events.

Ability to demonstrate skill and leadership in various recreational activities.

Ability to utilize computerized and software applications such as reservation and registration systems.


EDUCATION AND EXPERIENCE

Must possess a Bachelor's Degree from a college or university in Leisure Services, Sports and Recreation Management/Administration, Parks and Recreation, Physical Education, or related field and three (3) years' experience in the administration of sports and athletic programs involving the knowledge of the rules and regulations of different sports, coaching and officiating, and grounds maintenance, including two (2) years in a supervisory capacity. The County may institute an educational milestone plan.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver's License

Possession of First Aid, Cardio Pulmonary Resuscitation (CPR) and Automated External (AED) certifications within three (3) months of hire and maintain same license and certifications as a condition of continued employment.

Certified Parks and Recreation Professional (CPRP) or Executive (CPRE) certification is preferred.

Must participate in ongoing training, continuing education, and leadership opportunities related to parks, recreation, and sports annually.
