This Position is Eligible for the City's Student Loan Repayment Program

This is a management position involving the direction and coordination of approximately 20 employees performing Collection and Distribution construction, maintenance, and operation duties. Reports to the Department Director or Designee.

Examples of Duties

1. Plans, develops, and assists in directing the activities for construction, maintenance, and operation of the Water & Sewer system including Sewer Force mains and underground Service lines and system operation. Visits construction sites to monitor compliance with safe work practices and approved construction standards.

2. Assists in developing and in implementation of long and short-range goals/plans for the division.

3. Helps prepares and maintains an annual operating budget within city guidelines. Assures availability of required materials necessary to perform specific tasks related to water &sewer standards. Plans for short and long term goals relating to materials, devices, and personnel.

4. Screens, interviews, and recommends hiring of new employees. Completes, reviews, and conducts employee performance evaluations on an annual basis.

5. Counsels and assists employees to obtain the highest productivity in a safe manner.

6. Maintains positive working relationship with vendors, trade and support groups, other divisions, departments, and customers.

7. Ensures adequate technical/safety training is provided to division personnel.

8. Researches, evaluates and recommends methods to enhance systems operations and support requirement needs.

9. Consults with vendors and manufacturer's technical staff to resolve equipment/network problem or performance issues.

10. Assist Capitol Improvement Projects department as needed with on site inspections of water mains, sewer gravity mains, sewer force mains and reuse mains.

11. Complete coaching and/or disciplinary action as needed for the City of Ocala's DriveCam program.

12. Stands in for Chief of Central Lines, Metering Supervisor, Collection, Distribution, Construction Foreman and for the Locater when needed.

13. Review construction site plans to insure Water Resources standards are met.

14. Performs other duties as assigned. Supervisor/Collection/Distribution Personnel.

Perform any other related duties as required or assigned.

Minimum Qualifications

Knowledge of a specialized field (however acquired), such as basic accounting, computer, etc. equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 5 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

Must possess minimum "1" certification in Water Distribution and "A" in Sewer Collection. Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.

Within six months of employment/promotion, must possess and maintain a valid Florida Commercial Drivers License, Class "B" with an acceptable driving record and an endorsement for tank vehicles (N).

Supplemental Information

Supervises 10 non-supervisory employee(s). Departments supervised by this position include Water Meter Shop. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

Ability to read and understand simple instructions, short correspondence, notes, letters and memos; Ability to write simple correspondence. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to prepare and interpret bar graphs.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

SUPERVISION RECEIVED

Under administrative direction, setting up own standard of performance. Virtually self-supervising. Reports to senior management of the organization.

Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the organization and delegation of work operations for a division of employees engaged in widely diversified activities.
