Goldbelt, Incorporated is an urban, Alaska Native, for-profit corporation with locations in Juneau, Alaska, and Herndon, VA. Its primary purpose is to manage assets and conduct business for the benefit of its shareholders, approximately 3,600 people, almost all of Alaska Native heritage. We are currently looking for a Talent Acquisition Manager to lead our team of Recruiters.

Summary:

The Talent Acquisition Manager will lead, organize, train, and oversee a diverse team of recruiters, including managing the department's day-to-day functions. The responsibility is to effectively support recruiting efforts across all the subsidiaries under the Goldbelt umbrella.

Essential Job Functions:

  • Establish individual and team performance goals for recruiters and track results and provide coaching, training, and mentorship to continue their professional development.
  • Direct and delegate work to recruiters and external service providers.
  • Ensure recruiters have a balanced portfolio and are equipped with a robust toolbox to include a knowledge base on current trends and industry knowledge for maximum effectiveness.
  • Develop and update departmental processes to improve our talent acquisition program, find and implement efficiencies, propose, and deliver recruiting-related training ideas, and drive creative pipeline building/sourcing strategies.
  • Attend business development meetings to help with forecasting future hiring needs and overall internal talent pool management.
  • Plan and oversees recruitment events such as open houses, career events, happy hours, and employee referral programs.
  • Form strategic partnerships with company stakeholders to identify/forecast future needs.
  • Provide management with regular status updates, identifying problem areas and potential solutions.
  • Maintains recruiting metrics (time-to-hire, cost-per-hire, recruiter production).
  • Responsible for the Recruiting department's budget by; evaluating recruiting tools' effectiveness and determining if it is cost-effective. Negotiate contracts with new and existing vendors. And reallocate the recruiting budget each month.

Necessary Skills and Knowledge:

  • Strong knowledge of recruiting in the government contracting environment.
  • Knowledge of the recruiting process from start to finish and employer branding techniques
  • Hands-on experience with Applicant Tracking Systems and HR databases.
  • Knowledge of labor legislation, SCA, CBA, and Patriots Act.
  • Experience with (phone and in-person) interviews, candidate screening, and evaluation
  • Familiarity with social media and other professional networks (like LinkedIn)
  • Excellent verbal and written communication and team management skills
  • Sense of urgency with strong decision-making skills.

Minimum Qualifications:

  • At least 10+ years of experience in recruiting in an organization with complex hiring needs.

Preferred Qualifications:

  • Bachelor’s degree in Human Resources, Business, or related field.
  • Experience with icims.
  • Experience with implementation of new ATS/CRMs
  • Recruiting experience within an ANC or 8(a).
