About the position:

The Telecommunications Engineer designs, implements, administers, and supports voice telecommunications systems for Clackamas ESD and our partner clients. The Telecommunications Engineer manages Voice over Internet Protocol (VoIP) systems, voice gateways, analog lines, and switches, programs changes on request, and interfaces with the vendor, monitoring repair tickets for service. The Telecommunications Engineer provides training for VoIP systems (phone, fax, voicemail and intercom).

This position is responsible for all aspects of the enterprise VoIP telecommunication system for CESD clients, ensuring those systems support their needs. The Telecommunications Engineer will build, upgrade, and maintain the phone server systems that will help with the telecommunications for the partner agency and staff. They will work on behalf of the client in providing level 2 support and troubleshooting as well as building and maintaining dialing plans, ring groups and system design.

About the program:

Our Technology Services team is well known and highly regarded for providing many regional services that support the needs of local school districts, more than 30 government organizations and the ESD. We use our on-site 4,000- square-foot data center as well as AWS/Azure/GCC to provide integral network support to our clients. Some of the services we provide include regional student information and ERP systems, private cloud hosting, data center colocation, ISP, SIP, network design and maintenance, firewall, IP allocation, DNS, network security, network monitoring, and problem resolution.

Essential functions:

  • Oversee the design, implementation, conversion, troubleshooting and maintenance of the client telecommunications systems, offering system and technical expertise.
  • Administer and manage Asterisk VoIP infrastructures (e.g. capacity/feasibility, planning, new installations, upgrades, configuration, feature functionality testing, maintenance, troubleshooting, backup, security procedures/protocols, E911, operating procedures, guidelines and user connectivity).
  • Install, configure, test, and maintain SIP trunks.
  • Provide Level 2 support, act as secondary contact, and manage the client's internal communication system (e.g. telephones, voice mail, support calls, new line installation, analog/POTS and fax line testing, voice gateways, intercoms, etc.) for the purpose of ensuring the availability of voice services.

Minimum qualifications:

  • Two or more years experience administering and maintaining VoIP telecommunications systems and platforms (e.g. Asterisk, Cisco, Shoretel/Mitel)
  • Must demonstrate knowledge of networking protocols (e.g. TCP/IP, PPP, NAT, SIP, RTP, DNS, DHCP, Ping, Telnet, Trace Route, SSH, NFS, TFTP), and protocol analyzers such as WireShark.
  • Proficiency in VoIP transport such as, H.323, SIP, Intercluster trunking, Call Admission and Control mechanisms, centralization of call processing and trunking services and network policy enforcement (i.e. QoS).
  • Possess knowledge and experience with Hosted VoIP, SIP Trunking, and Data communications platforms.
  • Familiar with VoIP switching architecture and technology, with a working knowledge of routers and switches along with an understanding of the OSI model and IP Addressing

Preferred Qualifications:

  • Experience with Cisco routers and switches
  • Familiar with VMWare
  • Associates Degree or equivalent specialized training and experience
  • Asterisk/Sangoma Certified Administrator

Salary: Starting at $34.60/hour: Range 25, Step 1
