The Opportunity
WSDOT is currently seeking to fill a part-time permanent Traffic Safety Systems Operator 3 (TSSO3) In-Training position in the Traffic Management Center (TMC) in Spokane to dispatch service calls to field crews. This position will monitor and operate the region's intelligent transportation systems and devices such as roadside cameras, variable message signs (VMS), and highway advisory radios. Traffic and incident information collected is then passed on to motorists, response agencies, and the media. By keeping travelers informed, the Spokane Regional TMC increases the efficiency and safety of the Region’s state highways, interstate roadways, and county/city streets.

What to Expect
This position will work approximately 30 hours per week. You may also work when needed to substitute for full time employees who are on vacation leave, sick leave, or attending training. The schedule for this position is Thursday, Friday, and Saturday nights, from 9:00 PM to 7:00 AM. This position will require a flexible individual who can be available to work a variety of shifts to include day, swing, night, weekends, and holidays, sometimes with little notice to assist in the 24/7 operations of the TMC, particularly during winter weather events.

Among the varied range of responsibilities held within this role, the TSSO3 will:


  • Serve as a shift operator responsible for receiving, transmitting, and coordinating road conditions and service requirements.
  • Monitor and/or operate closed circuit television feeds/video, cameras, ramp meters, traffic signals, VMS, and Highway Advisory Radios (HAR).
  • Receive, record, evaluate, and broadcast reports of collisions, traffic hazards, disabled vehicles, and complaints; initiate appropriate actions.
  • Disseminate real-time traveler information relative to weather, traffic conditions, road closures, and pass restrictions.
  • Alert maintenance personnel, WSP, and other agencies to receive and disseminate emergency information and potential hazards.
  • Operate a personal computer workstation utilizing engineering, computing, and word processing.
  • Record and maintain clear and accurate records of all dispatches and field personnel location and status reports.

Qualifications
This is a Traffic Safety Systems Operator 3 (TSSO3) position. However, the hiring manager reserves the right to fill the position at a lower level (TSSO1) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

Required qualifications at the Traffic Safety Systems Operator 1 level ($18.20 - $24.23 hourly):
  • One (1) year of experience as a principal radio operator, dispatcher, or emergency responder in an operations environment, while using PCs and multi-channel, two-way radios.

Required qualifications at the Traffic Safety Systems Operator 3 level ($20.00 - $26.76 hourly):
  • Two (2) years of experience as a principal radio operator, dispatcher, or emergency responder in an operations environment, while using PCs and multi-channel, two-way radios.

Candidates at either level also require the following:
  • High school diploma or GED, or equivalent.
  • The flexibility to work a variety of shifts to include day, swing, night, weekends, and holidays to assist in 24/7 operations of the TMC.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
  • This recruitment may also be used to fill additional positions per business needs.
  • By issuance of proclamation, the Governor of Washington State mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
