The Urban Forester performs professional environmental work with primary focus on the management and coordination of urban forest monitoring and conservation studies, tree assessments, and project review of water and sewer rehabilitation plans for tree impacts and public tree permit authorizations. The Urban Forester also serves as a Commission representative and direct liaison to customers, regulatory officials, and elected officials concerning roadside tree issues.

Essential Functions
  • Implements WSSC Water Roadside Tree Care program to manage impacts of WSSC Water underground utility construction work on the health of affected roadside trees
  • Issues roadside tree care permits for WSSC Water projects
  • Establishes a monitoring program to assess the historical effectiveness of the WSSC Water Tree Care program and to eliminate and minimize public hazards
  • Compiles and maintains database from roadside tree monitoring program in the development of short and long-range arbor management goals; makes recommendations for tree care maintenance work, including crown thinning, root fertilization, and removal of affected trees
  • Responds to emergency and/or politically sensitive situations involving public trees
  • Makes assessments and determines and recommends appropriate action(s) for emergency and/or politcally sensitive situations
  • Coordinates and represents the Commission regarding tree issues at public meetings, pre-planning, and pre-construction conferences
  • Works directly with WSSC Water Utility Services and Systems Inspection Divisions concerning roadside tree care issues
  • Trains and instructs construction personnel in applying current roadside tree care protection methodology
  • Assists with data collection for the roadside tree care program in Prince George’s and Montgomery counties
  • Assists in conducting and reviewing forest stand delineations and forest conservation plans in accordance with the Maryland Forest Conservation Act
  • Answers inquiries from private citizens, local and elected officials, and public interest groups concerning environmental issues
  • Keeps supervisor informed of current work progress and important items or events
  • Drives a vehicle to conduct WSSC Water business

Other Functions
  • Conducts research and reviews government publications, professional journals, textbooks, and other sources for information pertinent to arboriculture and urban forestry programs


  • Performs other related duties as required

Work Environment And Physical Demands
The role is a combination of office and field work.

Required Knowledge, Skills, And Abilities
  • Good knowledge of the principles and practices of urban forestry and arboriculture
  • Good knowledge of analytical research and statistical methods utilized in tree monitoring programs and assessments
  • Knowledge of local tree species, tree maintenance and planting principles, principles and practices of tree assessment, tree removal, root pruning and fertilization, species selection, contract administration, and monitoring principles and practices
  • Knowledge of jurisdictional non-tidal wetlands delineations, urban forestry assessments, forest stand delineations and forest conservation plans
  • Ability to work independently, tactfully, courteously, and effectively with Commission personnel, project staff, and the general public
  • Ability to prepare concise and complete reports
  • Ability to coordinate efforts to maintain work scheduling and meet WSSC Water Regulation requirements for inspections

Minimum Education, Experience Requirements
  • Bachelor’s degree
  • 3+ years experience in urban forestry, arboriculture, horticulture and landscaping, or related discipline
  • 1+ year experience under the supervision of a licensed tree expert


OR
  • High School diploma or equivalent
  • 7+ years experience in urban forestry, arboriculture, horticulture and landscaping, or related discipline
  • 3+ years experience under the supervision of a licensed tree expert
